The working group on the internal analysis of corruption risks studied the legislation providing for the competence of the Apparatus. The results of inspections previously conducted by state bodies regarding the activities of the Apparatus do not contain information about corruption offenses.

There are no publications in the mass media concerning the activities of the Apparatus.

Appeals of individuals and legal entities, acts of prosecutorial supervision and judicial acts concerning the activities of the Apparatus have not been received.

Out of 3 civil servants dismissed in 2021: - 2 civil servants in connection with the appointment to other positions by competition;

Newly and for the first time accepted for administrative public service employees undergo mandatory special inspection in the national security agencies, written obligations are made to accept the restrictions established by the laws of the Republic of Kazakhstan "On Combating Corruption", "On the Civil Service of the Republic of Kazakhstan" and written notifications are issued on the need to transfer to the trust management of property, the use of which entails income, for the period of public service. During the internal analysis of corruption risks in the direction of "identification of corruption risks in legal acts affecting the activities of the akim's staff on personnel management" studied:

The Law of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan", the Decree of the President of the Republic of Kazakhstan "On certain issues of public service", the Decree of the President of the Republic of Kazakhstan "On approval of the Register of Positions of political and administrative civil servants", the Rules for imposing disciplinary penalties on civil servants, the Rules for holding competitions for holding an administrative public position of Corps "B".

During the study of the specified legislation and regulatory legal acts, provisions that facilitate decision-making by officials at their discretion, contribute to the creation of barriers to the exercise by individuals and legal entities of their rights and legitimate interests, legal gaps that create the possibility of arbitrary interpretation of legal acts have not been identified.

At the same time, paragraph 84 of the Rules for Imposing Disciplinary Penalties on Civil Servants approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 152 does not specify the terms of early removal of disciplinary penalties.

Early removal of a disciplinary penalty after 15 or 30 days is not a violation of the current labor legislation. But disciplinary punishment should have an educational character in terms of awareness by civil servants of their misconduct (violation), in order to prevent and prevent re-commission. Therefore, the early removal of disciplinary penalties cannot have an educational character in any way, but it can foster a sense of impunity and irresponsibility, which in the future will cause systematic violations, and the practice of early removal of penalties inevitably acquires, under certain conditions, a corrupt nature.

In the office of the akim of the Altai city, the facts of early removal of disciplinary punishment in a short time were not allowed. During the analyzed period, the facts of the joint service of close relatives (spouses, relatives), violations of accepted restrictions and prohibitions were not revealed.
