International Day Against Corruption has been proclaimed by the UN General Assembly and is celebrated annually on December 9. On this day, in 2003, the UN Convention against Corruption was opened for signature.
The purpose of the Convention is to prevent and eradicate corruption. The document obliges the signatory states to declare bribery, embezzlement of budget funds and laundering of corruption proceeds a criminal offense. According to one of the provisions of the Convention, it is necessary to return funds to the country where they came from as a result of corruption.
To date, the Convention has been signed by about 140 states and ratified by about 80. Kazakhstan ratified this Convention in May 2008.
Kazakhstan, one of the first republics in the post-Soviet space, has prepared a regulatory framework for combating corruption. From the first days of its independence, an uncompromising fight against corruption has been waged, a policy of anti-corruption has been pursued, aimed at creating a state free from corruption. The key tasks in achieving this goal are the formation of a professional state apparatus, ensuring the rule of law, and improving conditions for business development.
One of the most effective tools in the fight against corruption is the informatization of processes, which makes it possible to exclude the human factor. Therefore, on behalf of the Head of our state, Kazakhstan took a course towards digitalization. Today, about 90% of public services, and this is the most corrupt sphere, are provided in electronic format, in which the contact of an official with a service recipient is completely excluded. Every year, the list of licensing procedures is reduced. A daily monitoring of the timeliness of the provision of public services is carried out, cases of unreasonable refusal to provide them and the demand from service recipients of unnecessary documents are suppressed.
A special body has been created to combat corruption - the Agency of the Republic of Kazakhstan for Combating Corruption, which conducts its activities in several directions: combating and preventing corruption, working out to strengthen the fight against corruption and increase the effectiveness of its prevention. Thus, the Agency fights not only the consequences of corruption, but also conducts explanatory work of the state policy in this area, raises the anti-corruption culture of the population, and also monitors the most corrupt spheres.
Civil society and the state must unite in combating corruption in order to ensure the security of the state in general and every citizen in particular. On the eve of the international day against corruption, I would like to remind you that everyone makes his own decision and chooses the path. Giving, taking a bribe or refusing - depends only on each of us.
