- The population of Paryginsky rural district as of January 1, 2023 is 1158 people. Ethnic composition: Kazakhs-2,5 % Russian- 94,7%, other nationalities-2,8%,
- The district includes three settlements: Parygino (including the settlement of Bobrovka), with. Kutikha, Bayanovsk (including the settlement of Teply Klyuch). The center of the rural district is the village of Parygino.

2.1 Development of the Paryginsky rural district of the Altai region
The program of development of the local community Paryginskaya rural district of the Altay district to 2023-2025 years (hereinafter – the Program) was developed in response to the subparagraph 4) of paragraph 10 of article 38-1, paragraph 1) of paragraph 3 of article 39-3 of the Law of the Republic of Kazakhstan "About local state management and self-government in the Republic of Kazakhstan»
The analysis of the socio-economic situation of the villages of the Paryginsky rural district was carried out, and the strengths and weaknesses were identified.
The program for 2023-2025 provides for factors and conditions for further development of the rural district, solving the main problems, maintaining and further building the existing potential of the rural district.
The population of Paryginsky rural district in 2022 was 1168 people, as of January 1, 2023 -1158 people, there is a decrease in the population by 10 people. Ethnic composition: Kazakhs- 2.5 % Russian-94.7%, other nationalities-2.8%, yards-454.
The number of able – bodied population is 523 people, of which 323 people are employed in the district, including 68 people employed in small businesses. In state and social facilities: akimat- 7 people, secondary school-49, medical dispensary-11, post office -2, communication Department-1. House of mercy "Living water" – 20, in culture - 16, non – profit institution" Lad " - 7 people, forestry-12 people. In agriculture-79 people, on the railway-5, service sector-55, self-employed population of 46 people.
The number of operating enterprises and institutions is 34 enterprises, including 5 state-owned ones: state institution "Apparatus of akim of Paryginsky rural district", KSU "Secondary school named after Mikhail Biketov", medical dispensary, House of culture, rural library.
The main agricultural producers of the district are: LLP "Vostok - Record", LLP "Parygino", LLP "Zyber", agricultural. "Sasha", k / x. "Nikiforov A.G.", k / x. "Robul V.M.", k / x. Sizov V.A.,АРС. "Kozlov A.G.", k / x. "Daniyar", k / x "Togusov M.B."
Postal and telephone services in the district are provided by a post office and a digital telephone exchange.
On the territory of the village of Parygino there are 8 shops, 1 gas station, 1 bakery, a cafe-bar.

The population of the district tends to decrease annually, so since 2020, the population has decreased by 154 people by 2022, due to the fact that there are two retirement homes for the elderly on the territory of the village of Parygino. The employed and self-employed population has a stable dynamics. The village Parygino, is the centre Paryginskaya rural district.
An important role in the development of the economic potential of the district is the development of the agro-industrial complex. Agriculture of the district has a crop-growing direction. There is also a trend for further development of animal husbandry: cattle, pig breeding, horse breeding, expansion of poultry farming, beekeeping.

The dynamics of the birth rate does not exceed the natural decline of the population.
The decrease in the population is due to the migration outflow of the population, the reasons for which are the departure of young people for education and in search of a promising job.
Agricultural industry
Agriculture plays an important role in the development of the district. The development of agriculture determines the level of food security and socio–economic situation in the district.
There are 6 agricultural formations located on the territory of the district.
According to its specialization, the agriculture of the district has a crop-growing direction with developed animal husbandry.
There are 5 agricultural formations operating in the livestock industry: k/h. "Sasha", k/h. "Daniyar", SEC "Kozlov" k/h "Robul V.M.", k/h "Togusov M.B.".

The dynamics of agricultural production for three years shows that the production of milk, meat and eggs has an increase due to the growth in livestock and poultry.
In addition to the main branches of crop production and animal husbandry, the district farms are engaged in beekeeping. In the vicinity of the district there are 21 apiaries, consisting of 1156 bee colonies, whose products are sold in the markets of the district center, regions, outside the Republic of Kazakhstan.
To ensure veterinary and sanitary well-being, a veterinary point has been opened in the village. Motor transport is allocated.
In the farms of the district, more than 11 units of new agricultural equipment were purchased for the amount of 52 million tenge: combines, tractors, mowers, sprayers and other things, which allowed to update the technical park.
In 2022, the rural farms of the district made investments in the amount of 179.7 million tenge.
Business
Small businesses provide a significant percentage of employment, the formation of a wide range of goods and services.
There are 20 individual entrepreneurs working in the district, whose main activity is trade. The retail network consists of 8 stores,
of these, food products- 6, industrial goods-1, mixed-3 (food-industrial), there is a gas station.
In the village of Parygino 1 bakery, which allows you to provide bakery products to the population of the villages of the district and district.
Indicators of small business development in the district have a progressive dynamics, which is evidenced by the receipt of taxes to the budget.
Infrastructure and landscaping
In the Paryginsky rural district, centralized water supply in the village of Parygino, with a length of 6.5 km, which allows to provide 173 yards or 400 people with centralized water, this is only 15.6 % of the total number of yards, 110 yards have Sewerage, which is 20.1% of the total number of yards.
Centralized water supply does not cover 292 yards, which is 64,3% of the total number of yards. Reconstruction of water supply networks is necessary.
In the villages Banowski and Cotija decentralized water supply (columns, wells).
In Perehinsko rural district nutrientsa road length of 29.1 km, 7.0 km are paved, that is 24.1% of the total nutrientsa roads.
In the village of Parygino, the length of intra-village roads is 25.7 km, of which 5.5 km is paved, which is 21.4 %.
In the village of Bаyanovsk, the length of intra-village roads is 1.7 km, of which 1.5 are paved, which is 88.2 %.
In the village Kutia the length of nutrientrich roads 1,2 km, road is not paved.
Lighting is available on one street of the district (s. Parygino Central street) with a length of 2 km, with 32 pillars.
In the district, a railway line passes through the village of Parygino, which carries passengers 3 times a week, which connects the residents of the village and district with the regional and district center.
There is a post office, a digital PBX, telephone communication – 219 points, cellular communication, Internet connection.
Power supply to the district is provided by the regional energy company "Shygysenergotrade" LLP.
Every year, work is carried out on the improvement and sanitary cleaning of localities in the district.
In July 2022, an agreement was signed with the contractor "Plus" LLP, in September of this year, work on asphalting the 6.3 km-long Technological Highway - Parygino road was completed. The cost of the work amounted to 210 million tenge.
In September 2022, the contractor "Plus" LLP, carried out a pit repair of Tsentralnaya Street in the village of Parygino, the cost of repair work amounted to 5000,0 thousand tenge.
Also in September 2022, the contracting organization "Plus" LLP performed grading of the Parygino-Kutikha road with a length of 14.2 km, the cost of the work amounted to 20000.0 thousand tenge.
In August 2022, the contracting organization "Atiel group" LLP carried out the repair of the water tower No. 2, the cost of repair work amounted to 14167.0 thousand tenge.
The fence of the Friendship Park was repaired (replacement of the fence support posts).
The contractor Pamir OM LLP completed the current repair of water tower No. 1 and the replacement of pipes of the water supply system of Sovetskaya and Tsvetochnaya streets.
The fence of friendship Park was repaired (the fence was replaced and painted). In the period from 1977 to 1988, the village of Parygino was the district center, where the Central heat and water supply, Sewerage, was conducted housing construction.
Currently, the village's water supply networks are 95% worn out. There is no Central heat supply in the district, and houses have stove heating.
35 streets of the district have no lighting, which is 93% of the total number of streets in the village. Average repair of roads of rural streets is required. There is no solid waste landfill in the district. There is an outflow of population from the village due to urbanization
Social sphere
In the field of education in the village of Parygino, there is a secondary school named after Mikhail Biketov, which has 118 students and a mini-center for 11 children. The school has a staff of 25 teachers. The classrooms are equipped with a multi-complex, which consists of 4 interactive whiteboards, a specialized interactive physics room and a computer science room, and high-speed Internet is connected.
The school does not have a sports hall, it requires repairs and the construction of a sports ground on the school grounds for physical education lessons and sports events. Children are transported from the nearby village of Parygino-1.
Health care institutions of the rural district are represented by a paramedic medical center in the village of Bayanovsk and a medical outpatient clinic in the village of Parygino. Medical care is provided by 7 medical workers. The rest of the medical services are provided in the district hospital of Altai.There is a pharmacy at the outpatient clinic.
The sphere of social protection. On the territory of the village operates, at its own expense, the house of mercy "Living Water" for 50 places and the non-profit charitable institution "Lad" for 20 places, where elderly and disabled citizens live. House of mercy "Living water" fully funded pensions and benefits residents, non-profit institution "Lad" at the expense of pensions and benefits, and living at the expense of their own farms.
In the field of culture and sports in the village of Parygino there is a House of culture, where events dedicated to public holidays are held, and on its basis there is a village library, creative teams, and clubs. There is a sports hall where villagers spend their free time: both children and adults.
Rural residents are provided with the necessary conditions for cultural leisure, identification and development of talents, and sports.

2.2 Problematic issues and risks
Problems in the field of agriculture:
- low level of mechanization and automation of production processes, wear and obsolescence of production and technological equipment;
- lack of development of industrial beekeeping;
- financial difficulties when expanding personal farmsteads;
- shortage of personnel in the agricultural sector.
Problems in the field of entrepreneurship:
- no feed store;
Problems in the field of infrastructure and improvement:
- repair of the roadbed of the streets of localities in the district is required;
- high percentage of water supply network wear (90%);
- low level of improvement of the appearance of the village;
- no landfill;
- lack of a village development scheme.
Problems in education:
- replacement of Windows in the school and installation of fencing around the school grounds are required;
- personnel update (retired teachers work).
Problems in health care:
- current repair of the outpatient clinic is required;
- personnel renewal (specialists of pre-retirement age work).
Problems in the sphere of culture and sports:
- requires a sports ground for children's leisure activities.
III. ACTION PLAN FOR THE IMPLEMENTATION OF THE LOCAL COMMUNITY DEVELOPMENT PROGRAM

The implementation of the development Program will contribute to the creation of conditions for further economic, social and cultural development in the district: the development of entrepreneurship, the creation of new jobs, and the replenishment of the local budget.

Agricultural industry
For 2023-2025, it is planned to expand the material and technical base, purchase breeding bulls on the basis of the Daniyar peasant farm (Musin I.I.). Reconstruction of livestock buildings, increase in the number of livestock due to natural growth. Zyber LLP purchase of a grain harvester. Increasing the number of livestock of the Sasha farm (Porosyatyev V.I.), as well as increasing the technical park: the purchase of a combine harvester and a sowing complex (seeders). It is planned to purchase a tractor for agricultural work of the АРC "Kozlov A.G."Farm "Robul V.M." plans to increase cattle through natural growth. For spring sowing, the purchase of seeds and fertilizers by peasant farms.

Business
Based on the results of the implementation of the Development Program for 2022-2024, it is planned to continue the construction of a large business facility - the Turgusun HPP (construction of the second cascade of the Turgusun HPP).
Development of social and engineering infrastructure of the district
As a result of the implementation of the development Program for 2021-2023 in the field of social and engineering infrastructure, the following tasks will be solved: improving the appearance of the village, providing the population with quality drinking water, creating high-quality road infrastructure, creating favorable conditions for active recreation and cultural development of the population. The projects will be financed within the framework of state programs: Productive employment and mass entrepreneurship, regional Development, as well as through private investment.

For 2023-2025, according to the comprehensive development plan of the Paryginsky rural district, it is planned to implement 22 projects totaling 495869.0 thousand tenge, of which: from the regional budget in the field of education – 17650.0 thousand tenge. In agriculture at own expense – 410700.0 thousand tenge, in the field of landscaping and infrastructure – 67519.0 thousand tenge. As a result of the implementation of these investment projects, the well-being of the village will improve, socially significant tasks for the village will be solved and achieved.
By 2025, it is planned to achieve the following indicators:
1) growth in the number of cattle by 0.5 %,
small cattle by 6.3%, horses by 0.6%,
2) meat production by 2.3%, milk by 2.7%, eggs by 16.4%;
