2.1 Development of the Novo-Bukhtarma settlement district
The program for the development of the local community of the village of Novaya Bukhtarma in the Altai region for 2023-2025 (hereinafter referred to as the Program) was developed pursuant to subparagraph 4) of paragraph 10 of Article 38-1, subparagraph 1) of paragraph 3 of Article 39-3 of the Law of the Republic of Kazakhstan "On Local Public Administration and Self-Government in the Republic of Kazakhstan"
The program is designed to provide favorable conditions for the rural population and residents of nearby settlements of the village of Novaya Bukhtarma.
The village is located 99 kilometers from the district center of Altai city, 115 kilometers from the regional center.
Novo - Bukhtarma settlement district includes three settlements: the village of Novaya Bukhtarma, the village of Berezovka, the village of Alexandrovka.
The population as of January 1, 2023 is 4663 people. Ethnic composition: Kazakhs - 23.4%, Russians - 74.5%, other nationalities - 2.1%, households – 2040.
The number of economically active population is 2084 people, of whom are employed in the following areas: public administration and social security - 32 people; in education - 211 people; healthcare - 89 people; industry - 879 people; small and medium-sized businesses - 121 people; in culture - 11; in agriculture - 25 people; in water supply and electricity - 168 people; in construction - 97 people; transport and warehousing - 29 people; accommodation and catering services - 41 people; in information and communications - 14 people; self-employed population 142 people; other 225 people.
The number of operating enterprises, LLP and institutions is 41, including: State Institution "Apparatus of Akim of the village of Novaya Bukhtarma"; KSU "Novo Bukhtarma Secondary School No. 1"; KSU "Novo Bukhtarma Secondary School No. 2"; KGKP "Kindergarten - nursery "Fairy Tale"; KSU "Center for Adaptation of minors"; KSU "Children's and Youth sports School of the village of Novaya Bukhtarma"; KGP on PCV "City Hospital of Serebryansk Novo Bukhtarma Hospital department; House of Culture; branch No. 4, No. 5 of the city library; KSU "Teplovodotsentral".
There is a post office, a branch of the People's Bank, a digital PBX, telephone communication -1312 points, cellular communication is working, the Internet is connected. To improve the quality of communication and Internet access, a fiber-optic line has been installed in the village of Novaya Bukhtarma.
Tourism development plays an important role in the development of the economic potential of the district.
The implementation of the Program will contribute to the creation of conditions in the district for further economic, social and cultural development. Development of entrepreneurship, creation of new jobs, replenishment of the local budget.

The population of the village in 2022 decreased by 188 people by 2020. The employed population has decreased by 398 people, due to the departure of young professionals to the cities, the number of pensioners is increasing, the number of unemployed has significantly decreased by 20 people in three years.

Agricultural industry
Agriculture plays an important role in the development of the district. The development of agriculture determines the level of food security and socio-economic situation in the district. There are 10 farms in the district in total. According to its activities, the agriculture of the district has plant-growing and animal husbandry directions.
The total sown area in 2022 was 1,257 hectares, of which 569 hectares were cereals, 150 hectares were oilseeds, and 475 hectares were fodder crops. The yield of grain in the district was 17 tsn / ha, sunflower 13.5 tsn / ha.
To ensure veterinary and sanitary well-being in the village of Novaya Bukhtarma, there is a veterinary point, which is equipped with the necessary equipment and vehicles.

Entrepreneurship
Small business provides a significant percentage of employment, the formation of a wide profile of goods and services.
There are only 290 small and medium-sized businesses in the district, of which: LLP-31, IP259, the main activity of which is trade. The trade network consists of 82 stores, including 22 food stores, 38 industrial goods, 22 mixed (food – industrial), there are gas stations, 4 catering establishments, 4 pharmacies, 3 hairdressers, 1 service station, 1 carpentry shop, 4 markets (2 non–food, 1 mixed, 1 food).
There are 2 bakeries in the village that provide bakery products to the population of the district.
Infrastructure and landscaping
There are 5 enterprises in the village of Novaya Bukhtarma housing and communal services: KGP "Teplotsentral" of the akimat of the Altai district, PKSK "Bukhtarma", LLP "Housing and communal services", LLP "ZHKO" and IP "Efanova S.A.". In the village of Novaya Bukhtarma there is a centralized water supply - a length of 21 km, drainage - 21 km, heat supply - 45.6 m2. Centralized water is provided to 1920 yards (in 2022 1827 yards) or 3997 (85,6 %) people, which is 95.4% of the total number of yards, centralized drainage is available in 1808 yards, which is 85.9% of the total number of yards, centralized heating - 1673 yards - 79.5%.
In the villages of the district heating is stove. The water supply in the village of Berezovka is partially centralized, there is also a spring; in the village of Alexandrovka - a block - modular station, a spring, a Blue Bay railway station - centralized in summer, in winter - a spring
Repairs have been carried out on street lighting and electricity supply. In total, 10 of the 29 streets in the district are illuminated, which is 13 km.238 m. Street lighting has been restored in the village of Alexandrovka and in the village of Berezovka.
The energy supply of the district is provided by the regional energy company "Shygysenergotrade" LLP.
Bus service covers 3 localities. There is a cash point in the village of Novaya Bukhtarma, which belonged to Serebryanskoye PATP LLP.
Collection of solid waste in the village of Novaya Bukhtarma is carried out by LLP "Housing and communal services", burial is carried out by IP "Efanova". LLP "Housing and communal services" and IP "Efanova" conclude individual contracts with individuals and legal entities, which determine the respective obligations of the parties to pay for the removal and collection of garbage, the schedule for the removal of solid waste.
Social sphere
In education:
is 2 secondary General schools of KGU "new Bukhtarma No. 1 middle school" and KSU "new Bukhtarma secondary school No. 2", KGP "Children Yasli – sad "Skazka", KSU "Center for adaptation of minors akimat of the district Altai", KSU "Detsko-yunosheskaya Sportivnaya SHKOLA p. Zhanga Buqtyrma", a branch of the music school.
The contingent of school students was 735 students, which is 2 more students compared to last year.
221 children are covered by preschool education. The share of coverage of children from 3 to 6 years is 100%, the share of coverage of children from 1 to 6 years is 80%.
The total number of classrooms is 45, of which -8 have been modified, the computer park consists of 87 computers, high-speed Internet is connected.
The schools have an assembly hall, an NVP office, a psychologist, a medical office, and a museum. Secondary School No. 2 has a gym.
Hot meals are organized in schools. The school has a school site where vegetables are grown, which affects the reduction of the cost of lunches.
Free transportation of children from villages to educational institutions is provided.
The kindergarten - nursery "Skazka" is located in a typical building. 6 age groups were formed, 1 group with the state language of instruction. There is a sports hall, a music hall, an art studio, a psychologist's office, a methodical and medical office. The number of teaching staff is 20 people.
The Juvenile Adaptation Center is designed for 25 places. There is a kitchen, a dining room, a medical office, a recreation room, bedrooms for boys and girls, a study room, showers, a bathroom, a sanitary pass. The total number of employees is 27 people, including 9 teachers. The main direction is to ensure the reception, short-term maintenance, adaptation and further placement of neglected and street children; minors sent to special educational organizations.
In the field of healthcare:
The population of the district is served by the KGP on the PCV "City Hospital of Serebryansk, Altai district" Novo-Bukhtarma department. There are medical centers in the villages.
The number of medical personnel is 24 people, including 4 doctors, 20 average medical staff. The NBA has offices: therapeutic, pediatric, gynecological, procedural, vaccination, examination, physiotherapy, dental, ophthalmological, otolaryngological, surgical, clinical diagnostic laboratories, ECG office, fluoro and X-ray rooms, pre-medical office, CSL, day hospital for 15 beds.
In the field of culture and sports:
For the organization of employment of youth and residents in their free time in the building of the recreation center P.The new Bukhtarma operates: a dance club, a theater club, yoga, a choir of veterans, an art studio.
There is a children's and adult library for readers of the village.
There are 5 sports facilities in the village of Novaya Bukhtarma in the KSU "DYuSSh P. Novaya Bukhtarma of Altai district": 2 game halls (volleyball, football), 1 gym, 1 wrestling hall, 1 boxing hall and the stadium "Torch". In winter, the ice rink operates according to the approved schedule. The village of Novaya Bukhtarma hosts: the open championship and the cup of the Republic of Kazakhstan in beach volleyball, International and Republican football tournaments, regional and district competitions in freestyle wrestling, boxing in volleyball, kazaksha-kures, athletics, football.

The increase in the number of livestock and poultry will be achieved by increasing the number of livestock in peasant and household households, by obtaining microcredits under the program for the development of productive employment and mass entrepreneurship by residents of the district.
Development of social and engineering infrastructure
As a result of the implementation of the Development Program for 2022-2024 in the field of social and engineering infrastructure, the following tasks will be solved: improving the appearance of the district, providing the population with high-quality drinking water, creating high-quality road infrastructure, creating favorable conditions for active recreation, cultural development of the population.
