II. ANALYSIS OF THE CURRENT SITUATION

2.1 The development of the village of Zubovsk

The program for the development of the local community of the village of Zubovsk in the Altai region for 2023-2025 (hereinafter referred to as the Program) is designed to provide favorable conditions for the population of the village of Zubovsk.

The program for 2023-2025 provides for the factors and conditions for the further development of the village, the solution of the main problems, the preservation and subsequent expansion of the existing potential of the village.

The number of localities is 1: the village of Zubovsk with a total population of 1501.

The number of able-bodied population is 737 people, of which 590 people are employed in the village. In state and social facilities: akimat - 1 people, secondary school-18, paramedic station-6, post office-3, in agriculture-18, self-employed population of 30 people.

The number of operating enterprises and institutions is 56 farms and individual entrepreneurs, 3 state institutions: GU "Apparatus of the Akim of the village of Zubovsk", KSU "Zubovskaya secondary school", paramedic station.

The main activity of the district is industry.

11 LLPs and 1 production cooperatives work in this direction.

Total land area -1980 ha, of which the land of settlements-3473 ha, farmland-1452 ha, hayfields -36 ha, pastures -1260 ha.

Postal service is provided by the post office. There are 9 shops in the village.

An important role in the development of the economic potential of the village is the development of the agro-industrial complex. There is also a trend for the further development of animal husbandry: Cattle, pig breeding, horse breeding, expansion of poultry farming, beekeeping.

The dynamics of natural population decline exceeds the birth rate.

The decrease in the population is due to the implementation of the Resettlement Program on the territory of the Russian Federation. The high level of the self-employed population and the outflow of young people remain.

An important role in the development of the village belongs to agriculture. The development of agriculture determines the level of food security and socio-economic situation in the village.

According to its specialization, the village's agriculture has developed animal husbandry.

According to the door-to-door visit, as of January 1, 2023, the structure of farm animals in the village is as follows: cattle - 571 (325 SPK Donya) heads, small cattle - 497, horses - 120 heads, pigs - 477 heads. Birds - 4525 heads, rabbits - 278, bee colonies - 450.

Farms received 27 million tenge to subsidize the cost of seeds, herbicides and mineral fertilizers, and 46,900 thousand tenge were allocated for agricultural machinery and equipment.

As a result of the complex of agrotechnical measures carried out by agricultural producers in 2022, the total sown area amounted to 2986.3.

The average yield of grain crops from 1387 hectares was 20.9 centners per hectare. Wheat - 643 ha, average yield - 21.9 q/ha. Barley - 644.6 ha, yield - 20.9 q/ha. Oats - 100 ha yield - 18.9 kg / ha. The sown area of ​​oilseed crops is 1502 ha, the average yield is 20.1 c/ha, including sunflower 740 ha, with an average yield of 21.2 c/ha, rapeseed is 762 ha, with an average yield of 19.1 c/ha ha.. The sunflower yield was 21.2 centners per hectare.

The sown area for fodder crops is 96.7 ha.

In the field of animal husbandry, there are 2 agricultural formations: SEC "Donya", PC "Serebryannyj Klyuch".

            An increase in the number of horses and small cattle is observed due to the receipt of microcredits for the development of animal husbandry. The increase in the livestock of cattle is due to the acquisition of the livestock of the SPK Donya.

Infrastructure and landscaping

In the village of Zubovsk there is a centralized water supply. Of the 30.8 km of intra-rural roads, 6.2 km are paved, which is 20.1% of the total length of intra-rural roads.

Lighting is available on three streets: Tselinnaya, Zheleznodorozhnaya, and Tokhtarova.

The energy supply of the village is provided by the regional energy company "Shygysenergotrade" LLP.

According to the results of the implementation of the Development Program for 2023-2025, it is planned to increase the objects of business activity to 12 units. State support will be provided under the program of Productive employment and mass entrepreneurship.

As a result of the implementation of the Development Program for 2023-2025 in the field of social and engineering infrastructure, the following tasks will be solved: improving the appearance of the village, providing the population with high-quality drinking water, creating high-quality road infrastructure, creating favorable conditions for active recreation, cultural development of the population.

By 2025, it is planned to achieve the following indicators::

1) increase in the number of cattle by 100,8%, small-horned cattle by 101,2 %, horses by 108,3 %, pigs by 101%;

2) production of meat by 105,2 %, milk by 100,9%, eggs by 100,7 %;

3) population growth of 101,5 %;

4) reduction of the number of unemployed by 37,5%;

5) an increase in the number of individual entrepreneurs by 16%.

 2.2 Problematic issues and risks
