Countering corruption manifestations in Kazakhstan.

 Countering corruption manifestations in Kazakhstan.

The problems of combating corruption have recently attracted close attention, being the most acute and extremely topical issues discussed in our society.

Absolutely any state bodies are the objects of corruption. The social environment of corruption is the state power itself, and its subjects are civil servants, officials and other persons authorized to perform state functions

and provision of public services.

Faced with the corruption of government officials, the public begins to show a deep distrust of the government.

No country has a unique set of anti-corruption mechanisms that is optimal for all countries. The specificity of the sets of anti-corruption methods adopted by each country is unique and depends not only on political and economic stability, but also on customs and traditions, religious characteristics and the level of legal culture, as well as on the area occupied by the territory, density, population.

In the conditions of economic and social transformations in Kazakhstan, there was a need for a holistic anti-corruption strategy, closely linked to the socio-economic policy of the state.

In this regard, on December 26, 2014, the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015-2025 was approved. The goal of the Strategy is to increase the effectiveness of the state's anti-corruption policy, involve the entire society in the anti-corruption movement by creating an atmosphere of "zero" tolerance for any manifestations of corruption and reduce the level of corruption in Kazakhstan.

The main principles of combating corruption

in a government agency are:

  1. a) recognition, provision and protection of fundamental rights and freedoms of man and citizen;
  2. b) legality;
  3. c) publicity and openness of the activities of state bodies;
  4. d) cooperation of the state body with civil society institutions;
  5. e) comprehensive use of organizational, legal, explanatory, special and other measures to prevent corruption.

The purpose of the anti-corruption policy of combating corruption

in a state body is the elimination of the causes and conditions for the manifestation of corruption.

Preventive anti-corruption measures are much more complex than punitive measures, but at the same time they are more effective and effective, and if used skillfully and consistently, they lead to the desired results.
