The algorithm for reimbursement of the cost of farm animals that died as a result of natural emergencies in the East Kazakhstan region (recommendations).

Reimbursement of the cost of farm animals is carried out in accordance with the Decree of the Government of the Republic of Kazakhstan dated December 19, 2014 No. 1358 "Rules for compensation for harm (damage) caused to victims due to natural emergencies".

Farm animals are tangible property and are subject to compensation (except for the animal that was the object of insurance at the time of emergency situations).

Victims who have suffered material damage (farm animals), within thirty calendar days from the date of the emergency, submit to the local executive body an application for compensation for material damage, filled out in accordance with Annex 1 to these Rules.

An application for compensation for material damage is considered within fifteen working days from the date of receipt of the documents by the local executive body.

The local executive body, within ten working days from the date of registration of the application, organizes an assessment of the amount of damage caused by the appraiser. At the same time, the costs associated with the organization of the assessment are borne by the local executive body.

The Commission for the assessment and compensation of material damage, established by the order of the akim of the relevant administrative territory for the period of emergency (consisting of representatives of the akims' offices, employees of the local police service, specialists of the territorial inspection of the KVKiN Ministry of Agriculture of the Republic of Kazakhstan, KGP on the PCV "Vet" USH, representatives of public organizations), according to the victim's statement, determines the affiliation of the injured animals to the applicant (ear tags, brand, their presence in the ICI database, in the ERA of rural akimats).

Note: in cases where an animal is not registered, the commission determines the ownership of the animals.

Akims' offices, together with the veterinary service, after establishing the ownership of the injured animals, organize the disposal of the corpses of fallen animals (burial in animal burial grounds in accordance with the rules).

The amount of compensation for harm (damage) is determined based on the value of the lost property at market prices in force in the area at the time of compensation for harm (damage).
