The anti-corruption policy of Kazakhstan is constantly being improved based on the needs of society, taking into account national practice and advanced foreign experience.
A consistent and comprehensive approach in this direction is ensured through the implementation of the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015-2025, according to which civil society is actively involved in the fight against corruption through anti-corruption education and the creation of an atmosphere of “zero” tolerance for any of its manifestations.
With the adoption of the Law of the Republic of Kazakhstan “On Combating Corruption”, a system of anti-corruption measures has been created with a reasonable balance of preventive and criminal law instruments.
Also, in February of this year, in order to form a society free from corruption, the Concept of the Anti-Corruption Policy of the Republic of Kazakhstan for 2022-2026 was approved by Decree of the President of the country.
The document notes that Kazakhstan aims to move from routine counteraction to corruption to a radical change in public consciousness, rejection by the population of any form of corruption and nepotism, priority of preventive measures.
In order to clarify the main directions of this Concept, the Department of Agriculture of the East Kazakhstan region held a seminar on March 2, 2022 with the invitation of an employee of the Anti-Corruption Service of the East Kazakhstan region. The chief specialist of the Anti-Corruption Service of the East Kazakhstan region Bekbayeva Gulnur Aitkurmanovna noted that the anti-corruption policy affects all areas of development of Kazakhstan and the activities of citizens.
This Concept reflects the changes that have taken place in recent years in the field of combating corruption, and specifies weaknesses. The concept itself consists of seven sections. They include the formation of a good society, preventive measures and further work to eliminate corruption risks and achieve indicators.
The Concept of Anti-Corruption Policy pays attention to everyday corruption. According to the results of a sociological study, a large proportion of bribery is associated with domestic corruption. Unfortunately, there is still an opinion among people that it is easier to give in order to receive some benefits, or some privileges, or to solve some issue.
According to the results of sociological studies, state hospitals, kindergartens, the sphere of land and housing relations, as well as construction, still remain sore points. In cases of extortion, or a hint that it is necessary to provide some kind of illegal payments, every citizen of our country can contact the anti-corruption service at the call center 1424 and fulfill their civic duty.
