1. From January 14, 2020 to January 17, 2020, the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the East Kazakhstan region conducted an unscheduled check based on the appeals of the Keregetas Farm, Elik Farm, Orynkhanovtar Farm, Merey Farm, Sapar Farm »In connection with the refusal to pay subsidies to reimburse part of the costs incurred by the subject of the agro-industrial complex in the course of investment.
The audit revealed that the service provider did not comply with the business processes of rendering public services, and one employee of the department was brought to disciplinary responsibility.
2. From December 6, 2019 to February 28, 2020, the Department of Internal Governmental Audit in the East Kazakhstan region conducted an audit (check) on the use of funds allocated under the budget program "Subsidies to reimburse part of the costs incurred by the subject of the agro-industrial complex for investment" for 2018-2019, on the issue of state support for 2016-2018 for the farm "ZHARAS" and the farm "Shopty-Kak", on the use of funds allocated from the reserve of the Government of the Republic of Kazakhstan to subsidize the development of animal husbandry.
The basis for the check: appeals from a resident of the village of Bozanbay, Ulan district, Sabitov D.S., an appeal from B.Zh. Kulbaeva, appeals from the heads of peasant farms "Keregetas", "Yelik", "Orynkhanovtar", "Merey", "Sapar", a letter from the prosecutor's office Semey city, letter of the Internal State Audit Committee.
As a result of the audit, it was revealed that funds were allocated to the administrator of the budget program in the absence of a budget application, the responsible employee was not brought to disciplinary responsibility due to temporary suspension from work.
3. From May 13, 2020 to May 18, 2020, the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the East Kazakhstan region conducted an unscheduled inspection based on the appeal of Kaskabulak LLP in connection with the refusal to pay subsidies to reimburse part of the costs incurred by the subject of the agro-industrial complex for investment investments. As a result of the audit, a violation of the terms for the provision of public services was revealed, one employee of the department was brought to disciplinary responsibility.
4. From July 20, 2020 to August 7, 2020, the Department of Internal State Audit in the East Kazakhstan region conducted an audit (check) on the validity of the allocation of subsidies to agricultural producers specified in the application of the applicants for the development of livestock breeding in 2016-2019, to reimburse part of the costs incurred by the subject of the agro-industrial complex with investment investments.
Grounds for the verification: appeals by A. Kenzhegarina, appeal from the Yelaman farm, Zhailau farm, Al-Sopi farm, Bakytzhan farm, O.F.
As a result of the audit, a violation of the terms for the provision of public services, non-compliance with the principles of responsibility determined by the Budget Code of the Republic of Kazakhstan, in terms of the direction of subsidies for a specific recipient were revealed. For violation of the terms of the provision of public services, the responsible employee was previously brought to disciplinary responsibility, for violation of budgetary legislation, the responsible employees were not involved due to the expiration of the term for bringing to disciplinary responsibility.
5. From August 3, 2020 to September 28, 2020, the Audit Commission for East Kazakhstan conducted an audit (check) regarding the effectiveness of the implementation of the State Program for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2017-2021, as well as the effectiveness of the use of funds aimed at anti-crisis measures for 2019 -1 half of 2020. Based on the results of the audit, an order was issued to eliminate the revealed violations and (or) the reasons, conditions conducive to them, one employee of the department was brought to disciplinary responsibility, work is being carried out to reimburse unreported subsidies to the republican budget in the total amount of 42 640.0 thousand tenge.
6. From November 11, 2020 to November 30, 2020, the Department of Internal State Audit in the East Kazakhstan region conducted an audit (check) on the compliance of the payment of subsidies by Almakos LLP with the requirements of the Budget Code of the Republic of Kazakhstan and other justification for allocating subsidies to agricultural producers specified in the application of the applicants, to development of livestock breeding in 2016-2019, to reimburse part of the costs incurred by the subject of the agro-industrial complex with investment investments.
The basis for the check: the appeal of O.F. As a result of the audit, non-compliance with the norms of the Rules for subsidizing the development of livestock breeding, increasing the productivity and quality of livestock products was revealed, an order was issued to reimburse 83,590.9 thousand tenge to the budget. Inspection materials were sent to law enforcement agencies for making a procedural decision.
7. From November 28, 2020 to December 4, 2020, the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the East Kazakhstan region conducted a planned inspection on the provision of public services.
As a result of the audit, four violations of the legislation on public services were revealed, an order was issued to eliminate the violations.
