According to the rules for the provision of housing certificates approved by the Order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated June 20, 2019 No. 417, housing certificates are provided to citizens who have received the bank's approval to issue a mortgage housing loan for the purchase of housing in the category of "Large family", "Incomplete family", "Family having or raising a disabled child", as well as in-demand specialists engaged in labor activity in the field of healthcare, education, culture, sports, veterinary medicine, agro-industrial complex and in the law enforcement sphere that meet the requirements of the mortgage program approved by the National Bank of the Republic of Kazakhstan and (or) the state housing construction program approved by the Government of the Republic of Kazakhstan
