Akkali Umbetkalievich was born in 1963 in the village of Talovka, Zhanibek district, West Kazakhstan region.
Education-higher. In 1985 he graduated from West Kazakhstan agricultural Institute on a speciality the agriculturist.
He began his career as a collective farm agronomist of the Sverdlovsk state farm of the Zhanibek district of the West Kazakhstan region.

in 1986, he worked as an instructor in the Department of Komsomol organizations of the Zhanibek district of the Central Committee of the Communist party of Kazakhstan.
From 1986 to 1989-Secretary of the Komsomol Committee of the Sverdlovsk state farm.
From 1989 to 1992-first Secretary of the Zhanibek district Committee of the Komsomol of Kazakhstan.
From 1992 to 1993-head of the Department for youth Affairs of the Zhanibek district administration.
