Adilbek Zhanibekovich was born in 1969 in the village of Ratchino in the Sharlyk district of the Orenburg region of the Russian Federation.
Education-higher, in 1993 he graduated from the Agricultural Academy. From 2000 to 2002, he served as the Director of the branch of JSC NEFTEBANK in Aktobe.
From 2002 to 2004 he was Director of LLP "Axisservice", burlinskiy district, West Kazakhstan region.
From 2004 to 2005 - Director of SCE "Aksaigasservice" Burlin district of the WKO.
2005-2006-Director of the state municipal enterprise "Road operation".
