The procedure for transferring land from the forest Fund to the city was initiated by the mayor's office of Uralsk in full accordance with the General plan for the development of the city, approved by resolution No. 1362 of the Government of the Republic of Kazakhstan dated December 19, 2014.

General plan of the city determines the long-term prospects of territorial development of oral, formation of architectural-planning structure, functional zoning of the territory, the fundamental solutions for the maintenance and placement of objects citywide destination, development of the road network and transport services, engineering infrastructure, proposals for engineering protection and preparation of the territory, urban planning actions for improving the environmental situation.

The project provides for the development of recreational facilities by maximizing the preservation of existing green spaces in the vicinity of the city and floodplain areas of its waterways, the formation of a system of green areas for various purposes (parks, squares, boulevards, special and sanitary protection), in accordance with the requirements of urban planning and other regulatory documents.
The system of citywide and district highways was adopted taking into account the organization of convenient transport links between residential territories and industrial zones, as well as between residential entities within residential territories.
