On the consideration of the appeal

After hearing the information, the committee DECIDED:

  1. Take the information into consideration.
  2. Recommend the state institution "Department of Housing Relations of the city of Ust-Kamenogorsk" together with the state institution "Department of Economics and Budget Planning of the city of Ust-Kamenogorsk", as well as with the participation of JSC "Otbasy Bank":

1) to carry out an analysis of the current state of the waiting list for housing among citizens of the category "single-parent family" who are registered as needing housing;

2) to determine the need for budget funds for the implementation of the regional program of preferential lending for the category "single-parent family";

3) Consider the possibility of returning the category "single-parent family" to the "Baqtı Otbaşı" program, or initiate the development of additional regional preferential lending programs for this category;

4) Prepare and submit proposals in accordance with the established procedure to increase the availability of housing programs for the category "single-parent family".

  1. Recommend that the Department of Economics and Budget Planning of the City of Ust-Kamenogorsk work out the issue with the Department of Economics and Budget Planning of the East Kazakhstan Region on the possibility of allocating funds for the implementation of measures to support preferential lending for single-parent families living in the city of Ust-Kamenogorsk.
  2. Inform the city maslikhat about the implementation of this resolution by July 15, 2026.
  3. Control over the implementation of this resolution shall be entrusted to the Standing Committee on Social Affairs and Social Protection of the Population.
