Introduction:
The internal analysis of the corruption risks of the State Institution of the Office of the Akim of the Sumbe Rural District was carried out in accordance with the Decree No. 12 of September 5, 2023.
For the period from January 1 to December 31, 2022, an internal analysis of the risks of corruption in the activity of the "Office of the Akim of the Sumbe Rural District of the Uyghur District" was conducted.
The internal analysis of corruption risks was carried out in the following areas: 1) identification of corruption risks in normative legal acts affecting the institution's activities;
2) identification of corruption risks in organizational and management activities of the institution;
Identification of corruption risks in normative legal acts and legal acts affecting the activity of the institution.
According to the founding documents, the MM "Akim's office of the Sumbe rural district of the Uyghur district" has been registered as a tax payer since March 11, 2013. The institution carries out its activities in accordance with the Constitution and Laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, the Model Regulations of the State Institution "Office of the Akim of the Sumbe Rural District of the Uyghur District" approved by the resolution No. 10-277 of the Uyghur District Administration dated October 13, 2015.
Normative violations of the normative legal acts of the institution (decisions, orders) contributing to the creation of discretionary powers have not been identified.
The mayor's office in its service:
According to the staffing table of Sumbe rural district, the number of employees was 13 people, including:
- 7 civil servants
- 5 under an employment contract (not a civil servant)
Representatives of the Kazakh nationality in the administrative staff of the district akim. Among them are 3 men and 4 women.
State administration employees of the mayor's office were not dismissed for bad reasons.
In addition, acts of violation of anti-corruption restrictions and prohibitions adopted by the mayor's staff have not been identified.
During the analysis period, there were no facts of dismissal, promotion or demotion from public service. In addition, there were no conflicts of interest and disputes among the employees of the mayor's office.
Conflict of interest settlement
During the analysis of the employees of the mayor's office, the joint service (work) of close relatives, spouses and close people was not identified.
Acts of violation of potential suppliers and accepted anti-corruption restrictions and prohibitions of civil servants during public procurement were not identified.
Public service provision
There are state service regulations established in accordance with the goals and tasks of the mayor's office.
Form of rendering of public service: Type of submission of results of rendering of public service: electronically and on paper.
Acceptance of application and provision of public service is carried out electronically.
The following types of public services are provided in the institution:
1) 13 queued applications for obtaining a plot of land for housing construction and self-sustaining farming within the settlement were registered.
Among them, 13 people were put in line to get land.
2) There was no decision to change the target purpose of the plot of land.
3) Providing a family certificate for medical examination - 30.
All applications received from individuals were satisfied.
The facts of demanding additional documents and refusing to provide services have not been identified.
A special board with the types of public services is placed in the building of the rural district administration. Today, the office of the akim of the rural district provides the following types of public services:
- Changing the target purpose of the plot of land
- Transfer of a plot of land in the territory of the settlement
- Queuing
Based on what was written above, it was determined that there is no possibility of corruption risks during the provision of public services.
Implementation of control functions
The activities of the mayor's office are divided into the following types:
- consideration of applications of individuals and legal entities;
- public service provision;
- organization of public procurement works;
- tax collection works;
It was found that there is no possibility of corruption risk when considering the applications of individuals and legal entities.
Taking into account the results of the internal analysis of the risk of corruption, I come to the following conclusion.
According to the analysis of the legislation regulating the activities of the mayor's office, management of employees, conflicts of interest, implementation of control and supervision functions, the risk of corruption has not been determined in the direction of organizational and managerial activities.
