Reviews of international experts

The goal of fundamental modernization set by the Committee on Statistics of the Republic of Kazakhstan, is really impressive. Last year, in CZSO we finished a comprehensive modernization project called "Redesign of the Statistical Information System", and I believe that in our history this project is going to be remembered as a major milestone of Czech Statistical Office’s transformation. Given that the Committee on Statistics of the Republic of Kazakhstan is currently implementing a similar project, the Czech Statistical Office is ready to share its experience in this area.

CIS countries at different times, shifted to the new statistical tools, the Statistical Office of the Republic of Kazakhstan was one of the first, among the CIS national statistical institutes, to use NACE classifier.
Currently, the Committee on Statistics of the Republic of Kazakhstan is a team of highly qualified specialists who are able to adequately respond to any challenge offered during the time.
Kazakhstani statisticians always took and are currently taking an active part in all CIS Statistical Committee working groups and workshops on statistical topics.

Development of the statistical system of Kazakhstan is of a great importance both for the state and cooperation programs of the Republic of Kazakhstan with international organizations. UNICEF in Kazakhstan begins a new 5-year cooperation program of that is largely based on the available statistics to verify areas joint efforts, alignment of common priorities and strengthening confidence in a positive development of Kazakhstan for the future of children. Independence of statistics and continuous capacity-building of the statistical services must be one of the most important priorities of state policy of Kazakhstan.

Committee on Statistics of the Republic of Kazakhstan has set a goal to update the “Wage structure and distribution survey” by transferring 2 total survey (“Report on the size of the wages of workers on individual positions and occupations" and 1”Distribution of the headcount according to the size gross wages and salaries”) into the category of sample surveys. Instead of two statistical forms CS intends to introduce a sample survey called “Wage structure and distribution survey”.
The use of sample surveys will reduce the burden on respondents, will reduce costs for the statistical authority while maintaining the quality of the information provided.
It should be highlighted that sample survey introduced by the CS “Wage structure and distribution survey” is in line with international standards of the International Labor Organization requirements.
Data collection on labor costs performed by the Committee on Statistics is in line with international standards (Section - 9 "Labor Costs Information" form 1-T “Labor Report”).
Calculation of a new labor cost index with due consideration of seasonal and calendar adjustments corresponds to the international standards of the European Union.

Component D7 focused on sampling methodology. In a series of consulting missions, trainings and study visits CS staff members, especially in the division of sampling surveys, were trained in theoretical and practical aspects of sampling methodology.
The benefits of these activities are profound:
CS staff members now have a much deeper theoretical knowledge on sampling methodology.
The cooperation inside CS between subject matter statisticians and the division of sampling surveys has been largely intensified.
The necessity of standard error calculation for sample surveys is now generally accepted which is a corner stone in the quality framework.
The usage of statistical software like the “R”-software has been introduced to CS which led to tremendous gains in efficiency inside CS when drawing samples, weighting, calculating standard errors etc. Many formerly cumbersome processes inside CS were replaced by faster and much more efficient workflows.
A great variety of methodological papers concerning sample surveys were discussed and put to a “state of the art” level.
It has been confirmed, that all the sampling related issues of survey conduction at CS are now in accordance with international standards.
Working with the colleagues of the CS was very pleasant due to the hospitality of the people at Astana and the excellent working atmosphere within CS.

“I am delighted to be here today on behalf of the World Bank to witness the 90th anniversary of the Agency of Statistics of the Republic of Kazakhstan. What marks this anniversary is the significant achievements of the Agency of Statistics since the independence towards meeting the needs of a new economic structure, which requires new types of statistical information collected by using new methods and standards.
The Agency has not only managed to reshape the National Statistical System to successfully respond to these needs by introducing good international norms, but it was also able to strengthen its capacity for further development.
Today Kazakhstan’s statistical system is among the leaders of Europe and Central Asia region in terms of methodology, periodicity, and timeliness of data dissemination.”
