- Housing assistance is provided at the expense of local budget funds to low-income families (citizens) (hereinafter referred to as the service recipient) who are permanently registered and live in a dwelling that is owned as the only dwelling in the territory of the Republic of Kazakhstan, as well as to tenants (sub-tenants) of housing from the state housing stock and housing rented by the local executive body in private housing stock, to pay for:
expenses related to the management of the condominium object and maintenance of the shared property of the condominium object, including major repairs of the shared property of the condominium object;
consumption of utilities and communication services in terms of increasing the subscription fee for a telephone connected to the telecommunications network;
expenses for the use of housing from the state housing fund and housing rented by the local executive body from the private housing fund.
Расходы The service recipient's expensesaccepted for calculating housing assistance are defined as the sum of expenses for each of the above-mentioned areas.
- Housing assistance is defined as the difference between the amount of payment for the costs of managing a condominium object and maintaining the common property of the condominium object, including major repairs to the common property of the condominium object, consumption of utilities and communication services in terms of increasing the subscription fee for a telephone connected to the telecommunications network, use of housing from the state housing stock and housing, leased by a local executive body in a private housingfund, and the maximum allowable level of expenses of the service recipient for these purposes, established in the amount of 5 (five) percent.
- Assignment of housing assistance is carried out by the state institution "Department of Employment and Social Programs of Temirtau city" (hereinafter referred to as the service provider).
- 4. The total income of the service recipient is calculated by the service provider for the quarter preceding the quarter of applying for housing assistance, in accordance with the procedure determined by Order No. 117 of the Minister of Industry and Construction of the Republic of Kazakhstan dated December 8, 2023 " On утверждении ПApproval of the Rules for Providing housing Assistance "(registered in the Register of State Registration ofNormative Legal Acts for No. 33763) (further – the Rules for providing housing assistance).
- When assigning housing assistance, an area norm of at least 15 (fifteen) square meters and not more than 18 (eighteen) square meters of usable area per person, but not less than a one-room apartment or a dorm room, is accepted.
Housing assistance is provided to the service recipient at the expense of budgetary funds on invoices submitted by suppliers for monthly contributions for the management of the condominium object and maintenance of the common property of the condominium object, including major repairs of the common property of the condominium object in accordance with the cost estimates and utility bills.
- Payment of compensation for the increase in subscription fees for the provision of telecommunications services to socially protected citizens is carried out in accordance with Order No. 295/NK of the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated July 28, 2023 "On Determining the Amount and Approval of the Rules for Compensation for the Increase in Subscription Fees for the Provision of Telecommunications Services to Socially Protected Citizens" (registered in the Register of State Registration of Normative legal Acts under No. 33200).
- Assignment of housing assistance is made during the current quarter, while the total income of the service recipient and expenses on monthly contributions for the management of the condominium object and maintenance of the common property of the condominium object, including major repairs of the common property of the condominium object, consumption of utilities and communication services, use of housing from the state housing fund and housing rented by by the executive body in the private housing stock are taken into account for the previous quarter.
- The service recipient (or its representative by virtue of the authority based on a power of attorney, legislation, a court decision, or an administrative act) applies for housing assistance once a quarter to the non-profitjoint-stock company " State Corporation "Government for Citizens "(hereinafter referred to as the StateCorporation) or the e-government web portal, according to the Rules for providing housing assistance.
The deadline for reviewing documents and making a decision on providing housing assistance or a reasoned response on refusal from the date of accepting a full set of documents from the StateCorporation or through the e-government web portal is 8 (eight) business days.
- Assignment of housing assistance is carried out within the limits of funds provided for in the city budget for the corresponding financial year.
- Payment of housing assistance to service recipients is made by the service provider through second-tier banks by transferring accrued amounts to the personal accounts of housing assistance recipients.
