Housing assistance is a government payment intended for low–income citizens and families in Kazakhstan. Its main purpose is to compensate for part of the costs of housing, utilities and rental housing received from the public housing fund.
The state strives to support socially vulnerable citizens and ensures transparency of the process through digitalization.
The application process is as simplified and accessible as possible: it is possible to submit an electronic application on the portal egov.kz. At the same time, key information about the applicant and his family (availability of real estate, permanent registration, income, bank account) is checked through requests to government agencies. Income information is verified through information systems. To register an application, you must obtain consent from adult family members.
How to get housing assistance:
Housing assistance is provided to low–income citizens and families with low total income, and expenses for housing, utilities and rental housing (if it is received from the state housing fund) exceed the threshold set in Sarani - 5% of total family income.
Housing assistance can be provided to citizens who live in their only home or rent from the public housing stock.
Who is considered low-income? A low-income family is considered to live in the same housing, where the share of the maximum allowable expenses set by the maslikhat (5% of the total family income) is lower than the actual costs of housing, utilities and rental housing (state fund).
Key conditions for receiving assistance:
1. Registration and accommodation: Assistance is provided only at the place of permanent registration and actual residence.
2. Single dwelling: assistance is provided for only one dwelling. Citizens must live in their only home or rent it from the state housing stock.
