For families with low income, the state service "Issuance of housing certificates" is provided for the purchase of housing.
What is a housing certificate?
This is a form of cash payment that is provided to citizens to cover part of the down payment on mortgage housing loans.
The certificate is provided subject to the purchase of housing under the mortgage program approved by the National Bank or the state housing construction program.
The categories of citizens who have the right to receive this type of assistance belong to socially vulnerable strata:
1. Veterans of the Great Patriotic War (who are on the waiting list for housing in local executive bodies).
2. Veterans equated to veterans of the Great Patriotic War on benefits (who are on the waiting list for housing in local executive bodies).
3. Veterans of military operations on the territory of other states (who are on the waiting list for housing in local executive bodies).
4. Persons with disabilities of the first and second groups (who are on the waiting list for housing in local executive bodies).
5. Families with or raising children with disabilities (who are on the waiting list for housing in local executive bodies).
6. Persons suffering from severe forms of certain chronic diseases approved by the Order of the Minister of Health of the Republic of Kazakhstan dated February 16, 2022 No. KR DSM-14 (registered in the State register of regulatory legal Acts No. 26830), (who are on the waiting list for housing in local executive bodies).
7. Old-age pensioners (who are on the waiting list for housing in local executive bodies).
8. Orphans and children left without parental care who have not reached the age of twenty-nine, who have lost their parents before adulthood. When such persons are called up for military service, the age is extended for the duration of military service (those who are in line for housing in local executive bodies).

10. Persons who have lost their homes as a result of environmental disasters, natural and man-made emergencies (who are on the waiting list for housing in local executive bodies).
11. Mothers with many children, awarded with pendants "Altyn Alka", "Kumis alka" or previously received the title of "Mother Heroine", as well as awarded with the orders of "Maternal Glory" of the I and II degrees, large families (who are in line for housing in local executive bodies).
12. Families of persons who died (died) in the performance of state or public duties, military service, during the preparation or implementation of a flight into outer space, while saving human life, while protecting law and order (who are on the waiting list for housing in local executive bodies).
13. Single-parent families (who are on the waiting list for housing in local executive bodies).
The amount of the housing certificate is determined in the amount of 10% of the loan amount, but not more than one million tenge.
A housing certificate as social assistance is provided if the applicant and his family members permanently living together with him have an average income of 3.1 times the subsistence minimum per month established by law for the current financial year.
In case of exceeding the established threshold for average income, a housing certificate is provided as social support in the form of a budget loan.
The housing certificate is valid within the relevant territorial unit of the local executive body.
Citizens waiting for a housing certificate must confirm their ability to pay.
To obtain a certificate, it is necessary to pass a preliminary assessment of solvency in Otbasy Bank and obtain approval for the issuance of a housing loan.
After passing the "Otbasy Bank" check and approving the issuance of a housing loan, in order to obtain a housing certificate, the following list of documents must be submitted to the department:
1) application;
2) identity document of the applicant and family members (spouse, minor children) (for identification purposes);
3) income statement for the last 6 (six) months on labor and (or) entrepreneurial activity (for all family members (spouse, minor children));
4) certificate from the place of work;
5) a letter from a second-tier bank approving the issuance of a mortgage housing loan for the purchase of housing to the applicant, containing information about the amount, the amount of the initial payment and the amount of the monthly payment for a mortgage housing loan.
