"Appointment of state targeted social assistance"
In the State Institution "Department of Employment and Social Programs of Sarani City", low-income citizens (with an average per capita income not exceeding the poverty line) are provided with the state service "Appointment of state targeted social assistance" (hereinafter referred to as the Service).
The poverty line for the 1st quarter of 2024 is set at 33,228 tenge.
A person (family) applying for targeted social assistance, for information on the procedure for assigning targeted social assistance, applies to the Career Center
of Sarani KSU "Center for Labor Mobility in the Karaganda region" (hereinafter the Center), residents of the village of Aktas – to the akim of the village (hereinafter akim).
In the process of consulting a person applying for the appointment of assistance, information is provided:
on the conditions for receiving unconditional and conditional monetary assistance;
about the conditions of participation in active measures to promote employment and (or) in social adaptation programs;
on the necessity of concluding a social contract, the obligations of the parties participating in the social contract, and the terms of termination of the social contract;
on the conditions for changing the size and (or) termination of targeted social assistance, including the deprivation of the right to assign targeted social assistance;
about the list of information requested from the relevant information systems.
The applicant applies for the appointment of targeted social assistance through the e-government web portal www.egov.kz (hereinafter referred to as the portal).
When an applicant applies through the portal, a request to the information systems of state bodies (or organizations) to obtain the necessary information for the formation of an electronic application is made by the applicant himself.
When accepting an application in the presence of the applicant, the Center or akim independently forms requests to the relevant information systems of state bodies through the "electronic government" gateway to obtain the following information:
1) certifying the identity of the applicant;
2) about the status of candace;
3) on refugee status;
4) on the status of a foreigner;
5) on the status of a stateless person;
6) on registration at the permanent or temporary place of residence for each
family member;
7) about bank details in the authorized organization for the issuance of benefits;
8) on the establishment of disability;
9) on the registration of the birth (death) of a child (for all children);
10) on the establishment of guardianship (guardianship);
11) about adoption;
12) on registration of conclusion (dissolution) of marriage (matrimony), except for cases of registration of marriage (matrimony) outside the Republic of Kazakhstan;
13) about the fact of studying at an educational institution - if dependents aged from
eighteen to twenty-three years old are full-time students;
14) on income (wages, social benefits, income from
entrepreneurial activity, from renting out real estate and (or)
movable property, from the sale of immovable and (or) movable property);
15) on the status of an individual entrepreneur;
16) whether the applicant and his family members have the fact of appointment, payment or
submitting an application for the appointment of targeted social assistance;
17) on the availability of a personal subsidiary farm;
18) on employment (if any), for able-bodied family members,
involved in active measures to promote employment;
19) about education, qualifications, availability of special knowledge or
vocational training (if available), for able-bodied family members,
involved in active measures to promote employment;
20) about alimony and (or) about the presence of arrears on them for three months
in a row preceding the quarter of the request for the appointment of an addressable social
help;
21) about being in places of deprivation of liberty or compulsory treatment of members
applicant's family;
22) on the ownership of housing, premises;
23) on the ownership of a land plot intended for
individual housing construction;
24) about the ownership of the vehicle.
In the absence of information in information systems, the applicant submits documents confirming information that is not available in the relevant information systems of state bodies and organizations, and if the applicant does not have such an opportunity, the Center, in rural areas, akim, makes a written request to the relevant state body or organization.
When making a written request to state bodies or organizations, the deadline for the formation of a package of documents or an electronic package of documents is extended until a response to the request is received, but no more than thirty calendar days from the date of sending the written request, with written notification of the applicant within two working days from the date of the request to the relevant state bodies and (or) organizations.
Submission of an application and documents confirming information missing in the
the relevant information systems of state bodies and organizations, third parties for the appointment of targeted social assistance is carried out by a notarized power of attorney of the person applying for targeted social assistance.
The documents are submitted by the applicant in copies and originals for verification.
On his own initiative, the applicant submits the necessary documents on paper.
When submitting an application, the applicant is issued at the Center, the akim of the village – a tear-off ticket of the application indicating the date of registration and the date of receipt of the public service, the surname and initials of the person who accepted the documents.
The term of rendering the state service: when applying to the "portal", to the Center – from the date of registration of the package of documents by the Center – 15 (fifteen) working days;
from the date of delivery of the package of documents to the akim of the village, village, rural district – 18 (eighteen) working days.
The result of the provision of public services is a notification of the appointment of targeted social assistance, and in case of refusal - with an indication of its reasons in writing through the Center or Akim, as well as by sending a message to a subscriber number in cellular networks.
When providing a service through the portal - a notification of appointment, and in case of refusal – with an indication of its reasons to the "personal account" of the service recipient in the form of an electronic document certified by an electronic digital signature of the authorized body.
The service provider refuses to provide a public service:
1) persons (families) who are not low-income;
2) a family whose able-bodied member refused to participate in the measures
employment promotion – within six months from the date of refusal to participate in employment promotion measures;
3) to a person (family) in cases of termination of a previously concluded social contract and (or) non-fulfillment of obligations provided for by social
contract through the fault of the recipient – within six months preceding the application for the appointment of targeted social assistance;
4) persons (families) who have provided deliberately false information and (or)
false documents for the appointment of targeted social assistance within six months from the date of submission;
5) persons (families) who, according to the conclusion of the precinct commission prepared based on the results of the survey of their financial situation, are not
they need targeted social assistance.
The applicant's complaint received by the service provider is subject to consideration
within 5 (five) working days from the date of its registration.
In case of disagreement with the results of the public service provided, the applicant
submits a complaint to the authorized body for quality assessment and control
provision of public services.
