Applications for participation in the Kyzylzhar Zhastary program are being accepted in the North Kazakhstan region

Applications for participation in the preferential lending program Kyzylzhar Zhastary are being accepted in the North Kazakhstan region from May 26 to June 11, 2025.

From May 26, 2025, applications will be accepted at the Citizens' Reception Center on the 1st floor, from 9:00 to 18:30, lunch from 13:00 to 14:30. Days off: Saturday, Sunday.

The program allows you to purchase your own apartment on the primary/secondary market, in construction projects with a guarantee from Kazakhstanskaya Zhilishnaya Kompaniya JSC, in the districts of the region and the city of Petropavl through Otbasy Bank JSC.

Program conditions:

— maximum loan amount – 15 million tenge in Petropavl, 10 million tenge in the districts of the region;

— down payment – ​​10%;

— loan rate – 6% per annum;

— loan term up to 19 years inclusive.

General requirements:

— age under 35 at the time of application;

— permanent address registration in the North Kazakhstan region for the last 2 years;

— the applicant and members of his family permanently residing with him do not have housing on the right of ownership and facts of alienation over the last 5 years, as well as rental housing received through state programs in the Republic of Kazakhstan, with the exception of: a share in real estate received by the Program Participant or family members before reaching the age of majority as a result of privatization or the right of inheritance and at the time of application;

— work experience of at least 6 months at the last place of work at the time of application;

— a deposit account with Otbasy Bank JSC;

— work experience in the city or district where the housing is purchased, confirmed by mandatory pension contributions;

Young specialists of the North Kazakhstan region in the following areas of activity can participate:

  1. healthcare (full-time employees of state organizations in the field of healthcare located in the North Kazakhstan region, with the exception of technical and administrative personnel);
  2. veterinary science (employees of state agricultural organizations (including Limited Liability Partnership, Joint-Stock Company and Non-profit Joint-Stock Company with 100% state participation) located in the North Kazakhstan region, with the exception of technical and administrative personnel);
  3. culture (specialized employees, with the exception of technical and administrative personnel);
  4. sports (employees of the sports sector, athletes, coaches and teachers, working in state city, district and republican organizations located in the North Kazakhstan region, with the exception of technical and administrative personnel);
  5. Social sphere (specialized employees working in state city and republican organizations in the sphere of social protection of the population, registered in the North Kazakhstan region, with the exception of technical and administrative personnel);
  6. Civil defense and emergency situations (in particular, fire and rescue teams, with the exception of technical and administrative personnel);
  7. Employees of the energy sector (with the exception of technical and administrative personnel);
  8. Theologians (specialized employees working in state city and republican organizations in the sphere of religion (including Limited Liability Partnership, Joint-Stock Company and Non-profit Joint-Stock Company with 100% state participation), registered in the North Kazakhstan region, with the exception of technical and administrative personnel);
  9. Also women on maternity leave who worked in the above-mentioned spheres. In this category, the participant can attract a third party as a borrower (close relatives).

The selected area when filling out the application for participation must match the area in which you carry out your work activities.

List of required documents:

  1. A copy and original of the certificate of state registration of civil status (birth of children, marriage, divorce, death certificate, etc.);
  2. A copy and original of the educational document;
  3. A certificate of absence (presence) of real estate for the applicant and all family members in the Republic of Kazakhstan (the certificate must be received on the same day as the application is submitted, from the portal of the electronic government of the Republic of Kazakhstan - egov.kz).
  4. A certificate from the place of work, issued on the company's letterhead indicating the date of issue of the certificate, reference number, date of employment and position held and official salary.
  5. Documents confirming work experience in accordance with Article 35 of the Labor Code of the Republic of Kazakhstan (service record, work book, etc.);
  6. An extract on pension contributions for the last 6 months of employment for both spouses (if there is a spouse);
  7. If available: a certificate of disability for the applicant or his/her family members (spouse, children);
  8. A certificate of a deposit account with the Otbasy Bank JSC;
  9. A certificate from the place of work on income for the last 6 months for both employed spouses (if there is a spouse);

How is the selection carried out?

The selection of participants will be carried out using the accrual of points from the highest to the lowest:

  • For each year in a registered marriage (including widows) – 1 point;
  • For each child, including adopted – 1 point;
  • Employees of socially oriented spheres (including employees of subordinate, public utilities) and city-forming enterprises – 1 year – 2 points;
  • Employees in other areas of the North Kazakhstan region – 1 year – 1 point;
  • The presence of disabled persons of groups 1 and 2 in the family (for each) – 1 point;
  • History of savings in the Otbasy Bank JSC – 1 point;
  • Availability of a waiting list for the category of orphans – 1 point;
  • Availability of a waiting list for the category "single-parent family" – 1 point;
  • Confirmation of the absence of the right to be put on the waiting list for housing from the state housing stock, with the exception of the categories of orphans, single-parent family – 1 point;
  • Compliance of the specialty of the potential participant in the program with the list of shortage specialties approved by the local representative body of the city of Petropavl – 1 point;
  • Participation in the Kyzylzhar Zhastary program in previous years – 1 year – 1 point.

In the event that participants earn the same points, the oldest participant gets an advantage.
