The core group for the discussion of the President’s Message

The text of the speech of the regional akim:

The Message of the Head of State became an answer to the main questions of further development after economic shocks in world markets, a severe pandemic, and socio-economic problems.

The program document focuses on all key areas on which the well-being of every Kazakhstani depends.

I. A NEW MODEL OF GOVERNMENT

The pandemic has highlighted a number of systemic problems in public administration.

The President set the task of creating a state apparatus aimed at a specific result, not a process. The civil service system will be rebooted.

During this and next year, it is planned to reduce the number of civil servants by 25%. The saved funds will increase the wages of the remaining employees.

This year, we plan to reduce civil servants by 10% (this is 274 units), in 2021 by another 15% (370 units).

Of the 274 units to be cut in the current year, 244 units fall on existing vacancies in local executive bodies.

At the same time, work to optimize the staffing is carried out on the basis of clear criteria in order to reduce control and supervisory functions, automate public services, transfer functions of state bodies to a competitive environment.

In addition, we plan to carry out appropriate work on the released persons with the aim of retraining them, providing opportunities for further employment.

II. ECONOMIC DEVELOPMENT IN NEW REALITIES

In accordance with the instructions of the Head of State, voiced in the Message, over the next 5 years in agriculture, we must increase labor productivity by 2.5 times, and double the export of agricultural products.

To achieve such indicators, we must increase the volume of agricultural production by almost 2 times, that is (if in 2019 we produced 610 billion tenge), in the next 5 years, increase more than 1 trillion. tenge (including: 2021 — 700 billion tenge, 2022 — 781 billion tenge, 2023 — 931 billion tenge, 2024 — 1079 billion tenge, 2025 — 1225 billion tenge).

In the field of plant growing in recent years, serious work has been carried out to diversify the sown areas, increase the production of export-oriented competitive products.

The sown area of oilseeds has reached almost 1 million hectares. This is the highest in the country.

The prerequisites for a good harvest are also created. The region is the leader in the republic in the application of mineral fertilizers.

If in 2017 we applied 91 thousand tons of mineral fertilizers, this year it is planned to apply 130 thousand tons on an area of 2.3 million hectares. in the future (2025) to increase to 200 thousand tons.

Today, new high-performance equipment allows to carry out field work efficiently and on time.

Over the past 3 years, 782 tractors and more than 600 combine harvesters were purchased in the region for 90 billion tenge.

Since the beginning of this year, 1522 units have been purchased for 37.9 billion tenge, including 357 tractors and 147 combines.

Until the end of the year, equipment worth 3 billion tenge will still be purchased and in the future, the purchase of equipment will be increased to 45 billion tenge.

Work is also underway on the seed variety renewal. Over the current year, it amounted to almost 9% and in subsequent years it increased to 10% in 2025.

All this will ultimately make it possible to increase the yield of agricultural crops, primarily cereals, and will affect the increase in production volumes.

The development of agriculture is inextricably linked with the development of animal husbandry.

We are faced with a strategic task to radically increase the production of livestock products based on new modern technologies with elements of digitalization, which make it possible to increase labor productivity several times.

Today, this is facilitated by the functioning of 80 dairy farms in the region, including 18 modern ones.

This year, 10 dairy farms are under construction, which will give additional products of 30 thousand tons worth 5 billion tenge.

We see further development of this direction in the construction and commissioning of up to 20 commercial dairy farms annually in the districts of our region.

Additionally, milk will be produced in connection with the commissioning of these farms in 2021 — 20 thousand tons for the amount of 3 billion tenge (in 2022 22.5 thousand tons for 3.4 billion tenge, in 2023 20 thousand tons for 3 billion tenge, in 2024 22.5 thousand tons for tons for the amount of 3.4 billion tenge, in 2025 25 thousand tons for the amount of 3.8 billion tenge). That will increase the overall milk production to 800 thousand tons.

A broiler poultry farm will be built with the “Petropavlovsk Broiler” LLP, which will allow producing up to 10 thousand tons of poultry meat.

In order to develop pig-breeding products in the region, a pig-breeding complex of “EMS Agro” LLP with a capacity of up to 100 thousand heads per year is being built. The implementation of the project will make it possible to produce up to 10 thousand tons of pork per year.

This work will continue in the coming years. In general, all this will help achieve the tasks set by the Head of State in the agro-industrial sphere.

The President also sets a task — to increase production in the manufacturing industry by at least 1.5 times (over the next five years).

We see that we will achieve this growth in three years.

In general, following the results of 7 months, the positive dynamics in this industry remains today. Growth during January to July in the industry amounted to 8.8%. And we need to provide at least 10% growth in the industry every year.

Today, the Plant named after Kirov has already produced 5 thousand computers, by the end of the year it is planned to produce 41 thousand more laptops and 8 thousand tablets.

One of the major projects is “Tin One Mining” JSC, the construction of a mining and processing complex located in the Aiyrtau district. The project is promising, where the production volume will be 10 thousand tons of tin per year. At the same time, the cost of the project is 100 billion tenge.

A project is also being implemented to develop a tungsten deposit with the production of tungsten concentrate.

A well-known manufacturer of transformers in Kazakhstan “ALAGEUM ELECTRIC” will launch its production of electrical products with a capacity of 12 thousand items per year. The products are 95% export-oriented. The “Petropavlovsk Electrotechnical Plant” is already actively carrying out construction work.

The Turkish investor of “Northern Plywood Mill” LLP is implementing a project for the production of film faced plywood. After launch, the plant will be able to produce 18 thousand cubic meters of products per year.

The implementation of the project for the modernization of the enterprise LLP "Maslo Del" continues, additional lines for the production of milk and dairy products have been installed. After the completion of the work, the capacity of the enterprise will increase by 32 thousand tons of raw materials per year and will amount to 120 thousand tons of processing of raw materials per year.

The company also plans to build an oil extraction plant with a capacity of 200 thousand tons of oil per year.

"Milk union" LLP under the brand name of the well-known company "Three desires" plans a complete reconstruction of the enterprise.

All these projects will make a significant contribution to the development of the manufacturing industry in the region.

Regarding the development of small and medium-sized businesses.

As the Head of State pointed out, the main result of work on the development of SMEs should be an increase in its share in GDP to 35% by 2025.

Today, according to the results of the year, according to this indicator, the region already occupies one of the leading places among the regions, over the past 5 years the indicator has grown by 6.2%. And it was 31.4% (5th place) in 2019.

For this, we need to implement a number of promising projects such as:

“Taiynsha Mai” LLP will launch a leaching shop this year.

"Kirpich SK" LLP plans to launch a brick production plant with a capacity of 150 thousand bricks per day to cover 30% of the region’s needs.

A new production for the region is bags (big bags) made of polypropylene by the company "SMBGroup" LLP.

After the launch of the plant for the production of paper, "Raduga" LLP plans to produce paper for household use with a volume of 500 tons of products per month.

In general, a pool of 50 investment projects for 237 billion tenge has been formed in the region. Due to their implementation, more than 5,000 jobs will be created.

By the end of the year, 287 billion tenge will be attracted to the region (the expected growth of index of actual volume is 120%).

To support SMEs, a number of government support measures are being implemented within the framework of the Employment Roadmap, Yenbek, Economy of Simple Things, Business Roadmap-2025 programs, including the provision of infrastructure at the expense of the state.

In his Message, the President announced a new measure of state support for subsidizing interest rates of up to 6% per annum on all existing loans to SMEs in the affected sectors of the economy.

All these measures should be aimed at supporting ongoing SME projects and opening new industries.

III. TERRITORIAL BALANCE DEVELOPMENT

The President instructed to implement the program "Aul — the cradle of the country", aimed at solving the most acute problems in the village.

I instruct akims of districts and the city of Petropavlovsk to use the opportunities of this program.

It is necessary to prepare high-quality design and estimate documentation for all proposed facilities.

Residents should feel the benefits of the program.

The quality of the work should not cause any public outcry.

IV. SOCIAL WELL-BEING OF CITIZENS IS A TOP PRIORITY

Special attention in the Address of the Head of State is paid to providing the population with high-quality and affordable housing.

In 2020, the housing commissioning plan is 303 thousand square meters of housing. This will allow commissioning at least 3,000 apartments and provide housing for 11,000 people. According to the Territory Development Plan

North Kazakhstan region, in 2021 it is planned to achieve the indicator of housing provision for one resident of 22.7 sq.m. of housing. By 2022, this figure is planned to be increased to 23.4 square meters of housing; by 2023 — up to 24.1 sq.m. of housing; by 2024 — 24.8 sq.m. of housing and by 2025 — 25.5 sq.m. of housing.

In 2020, 4.4 billion tenge were allocated for the construction of engineering and communication infrastructure within the framework of “Nurly Zher”. At the expense of these budget funds, the improvement and infrastructure of the microdistrict will be provided. Southern city of Petropavlovsk, as well as the village. Solnechny-II.

Measures are being taken to support socially vulnerable groups of the population. 296 families belonging to this category of citizens, as well as 125 large families will be provided with new housing.

V. AVAILABLE AND QUALITY EDUCATION

To date, we have covered 100% of children aged 3 to 6 in our region with preschool education and training.

We have a new task to provide 100% preschool education and training for children under 6 by 2025.

To do this, we need to work to attract the private sector to open new preschools.

Thus, this year we will increase the coverage of children from 0 to 6 years with preschool education and training to 75%, and by 2025 — 100%.

Systematic work is being done to increase the level of teachers’ salaries.

From September this year, the additional fee for class administration and checking notebooks will be doubled.

For a master’s degree, school teachers will receive an additional monthly payment of 27 thousand tenge.

From January 1 next year, teachers’ salaries will increase by another 25%.

VI. HEALTHCARE SYSTEM DEVELOPMENT

To improve the equipment of medical organizations with equipment, more than 2.4 billion tenge is allocated annually since 2019.

This year, as part of the fight against coronavirus infection, the number of ventilators has been increased from 73 to 112, we expect the supply of another 111 units and 38 ambulances (reanimobiles).

The construction of 5 oxygen stations in 4 large medical organizations with a distribution system has begun. The number of oxygen concentrates was increased from 18 to 312, as well as pulse oximeters from 450 to 1014 units.

To attract medical personnel to the region, we improved the social package of doctors (1.5 million tenge for doctors arriving in the countryside), organized at the expense of the local budget training in residency for highly demanded specialists (76 doctors). All arriving specialists are 100% provided with housing.

These measures made it possible to attract 2 times more personnel to the region, thereby reducing the deficit by 60% (from 354 in 2017 to 220 doctors in 2020).

To improve the material and technical condition of healthcare facilities, this year construction of a new multidisciplinary hospital with 510 beds, a new polyclinic for 250 visits in Bereke microdistrict and a new infectious diseases hospital with 200 beds began.

It is planned to double the wages of medical workers from 246 thousand to 561 thousand tenge in 2023. The corresponding funds are provided in the budget for 2021-2023.

Separately, the Head of State paid great attention to the issue of involving citizens in the local self-government system.

I believe that representatives of our regional scientific intelligentsia and the public should take an active part in the discussion of the President’s initiatives to expand the functions of maslikhats, direct election of akims of rural districts, mechanisms of public control, increase the status of gatherings and meetings.

Since no one knows the subtleties of these questions better than you, and you will be able to make the most valuable suggestions.

Dear people of North Kazakhstan!

As you can see, in his Message, the Head of State outlined the main guidelines for development, which we will have to strictly fulfill.

We need clear and well-coordinated actions to implement the tasks set before us.
