📌 During a working trip to the North Kazakhstan region, the Prime Minister visited the Sergeyev hydroelectric complex, and also checked the progress of the reconstruction of the 1st lift pumping station and dam strengthening in the city of Petropavl. These facilities play a key role in protecting settlements from floods and providing local residents with water. The purpose of the working trip is to monitor the implementation of the instructions given by the Head of State to coordinate work to prepare for the flood-hazardous period. Attention is focused on the condition of hydraulic structures and the implementation of modern digital solutions.
🔷 In the city of Sergeyev, representatives of key departments and services reported on the current activities to repair the hydroelectric complex. The Sergeyev hydroelectric complex is the main regulator of the flow of the Yesil River. It continues to operate in cascade with the Petropavl hydroelectric complex, forming a single water management complex that provides water supply to the North Kazakhstan, partially Kostanay and Akmola regions, as well as guaranteed passes to the Tumen region of the Russian Federation. During the floods of last year at the Sergeyev hydroelectric complex, as a result of the inflow of a large volume of water and ice drift in the lower pool, soil was washed away from the left bank. No damage was recorded at the Petropavl hydroelectric complex.
✔️ In 2024, the Government allocated 278.5 million tenge from the republican budget for the current repair of hydraulic structures and the implementation of flood control measures at the Sergeyev and Petropavl hydroelectric complexes. To construct coastal slopes at these facilities, more than 1.4 thousand m3 of large-sized rubble stone was delivered, the bottom was deepened in the lower pool near the dam of the Sergeyev hydroelectric structure, 940 m3 of soil mixture were extracted.
🔘 Director of the North Kazakhstan branch of the RSE "Kazvodkhoz" Shugaip Ibatullin reported that at the moment both hydroelectric facilities are in satisfactory condition and continue to operate in normal mode. This year, it is planned to carry out an additional 14 events.
🔘 In turn, the head of the Kazhydromet branch Kymbat Mergalimova reported that the amount of precipitation will be above normal, especially in the southern and eastern regions. Heavy precipitation is predicted in mid- and late February, with a decrease in temperature in the first and second decades of the month. Flood risks remain high for areas located below the Sergeyev reservoir. "The Sergeyev hydroelectric complex is a strategic structure in a flood-prone region, on which the water supply of residents depends. If the overflows exceed 2 meters, I instruct you to immediately report to the center and to me personally," Olzhas Bektenov noted. It was instructed to continue strengthening water management facilities in the region, as well as actively implement digital solutions, and conduct bathymetric surveys.
➡️ The head of the Government was also informed about strengthening control over the movement of heavy vehicles on artificial structures, including at the Sergeyev and Petropavl hydroelectric complexes. Thus, weight restrictions have been established for heavy vehicles, and mobile transport inspection posts are operating.

📌 In Petropavl, the Prime Minister checked the progress of reconstruction and got acquainted with the new technological equipment of the 1st lift pumping station, which was shut down during last year's floods. The pumping station, built in the 70s, had not been repaired for 50 years.
✔️ As a result of the completed reconstruction, 2 pumps were installed that can operate both in dry and underwater environments. Also, to protect against external influences and mechanical damage, electrical cables were installed underground. The measures will ensure a stable supply of electricity even in the event of flooding.
🔘 As part of the working tour, the Prime Minister got acquainted with the preparations for flood control measures, the readiness of equipment and materials to protect against possible flood waters.
✔️ On the reconstruction of the bypass of Petropavl with the construction of a guide across the river. Ishim has currently developed a feasibility study for the project. This road is part of the Center-North transport corridor connecting Shchuchinsk, Kokshetau and Petropavl with the border of the Russian Federation, including one of two bridges across the Ishim River in the regional center. During the flood period, it serves as a protective dam, but in 2024, due to the rise in the water level, an overflow occurred, which led to flooding of the Podgora district.
✔️ To prevent such situations, it is planned to reconstruct the city bypass with an increase in the height of the embankment, the installation of protective structures and the construction of a bridge across the Ishim. The project, worth 71 billion tenge, will be financed at the first stage from the republican budget, allocating 18 billion tenge.
➡️ In addition, the Prime Minister was presented with technological capabilities with elements of AI. In particular, the Unified Drone Infrastructure project. Today, the system is actively used in Almaty to ensure public safety. Starting this year, it is planned to use it to monitor the flood situation in the North Kazakhstan region, with further scaling to other flood-prone regions.
Unmanned aerial vehicles will also be used for the prompt transmission of information, which will allow promptly receiving information from the field. This will allow the situation to be correctly assessed and the actions of the services to be coordinated.
