YEAR OF WORKING PROFESSIONS: SENATORS HELD ROUND TABLE ON LABOR RESOURCES

Speaker of the Senate of the Parliament Maulen Ashimbayev met with labor collectives, deputies of maslikhats, members of the Assembly of the People of Kazakhstan, representatives of the public and religious associations of the North Kazakhstan region. During the visit to the region, issues related to the implementation of the instructions of the Head of State within the framework of the Year of Working Professions held in the country and the development of new growth points in the regions were discussed. In this regard, the importance of joint work of the Senate with maslikhats in a number of key areas was noted.

During the round table on the topic: "Development of labor resources in the regions of Kazakhstan: status and prospects" the Speaker of the Senate focused the attention of the participants on the importance of developing new growth points in the regions, which the Head of State outlined in his Nation Address. To achieve this goal, as noted by Maulen Ashimbayev, qualified industry specialists and comprehensive work at all levels are needed.

"In an interview with the Ana Tili newspaper, Head of State Kassym-Jomart Kemelevich Tokayev noted that ensuring economic growth is our key task. Today, the country is in high demand for technical specialists - engineers, power engineers, water management specialists, agronomists, veterinarians and representatives of other important professions. That is why the Head of State declared 2025 the Year of Working Professions. At the same time, it is important for us not only to train such specialists, but also to form a special culture of work in our country, to cultivate respect for working people, to promote the values of hard work and professionalism. Working people are the basis of the country's prosperity. Therefore, the prestige of working professions should be at the appropriate level," the Speaker of the Chamber noted in his speech.

In this context, special attention was paid to specific measures to ensure high-quality economic development of the regions, taking into account their specifics and existing problems. Thus, according to Maulen Ashimbayev, labor shortage, disparities in the labor sphere between different regions, between the city and the village, as well as between professions, unbalanced urbanization, and the demographic crisis are the most pressing issues today, the solution of which requires the consolidation of the common efforts of all interested parties. "An important task is to ensure a balance of labor resources between regions. There are regions with an excess of labor resources, such as the Turkistan and Zhambyl regions, and regions where there is a shortage of labor. For example, the North Kazakhstan region. This is aggravated by the trend of natural population decline - in the North Kazakhstan region, with a low birth rate, there is a high mortality rate. This will cause a number of problems associated with a slowdown in economic growth and a decrease in production potential. Taking into account demographic trends and the needs of our economy, it is important to update programs for internal labor migration, personnel rotation, training and employment of young people. It is advisable to analyze previous experience, understand why these programs were not effective enough, develop the necessary mechanisms and tools to ensure that the labor migration process works on a large scale in our country,” the Chairman of the Chamber emphasized and noted the need for further development of labor migration programs.

During a meeting with deputies of maslikhats and the public of the region, Maulen Ashimbayev emphasized the agro-industrial potential of the North Kazakhstan region and expressed the readiness of the Senate deputies to facilitate its implementation at the legislative level. In particular, they discussed industrial and infrastructure projects, as well as other key areas of joint work. Along with this, emphasis was placed on the importance of modernizing infrastructure, including upgrading power grids in villages.

“The region also pays great attention to modernizing infrastructure. In particular, last year the construction of a new chimney at CHPP-2 was completed, and work is underway to upgrade power grids in rural areas. As part of the consideration of the republican budget for 2025, senators took into account the proposals of the North Kazakhstan region. Additional funds were allocated for the implementation of important infrastructure projects. In particular, these are projects in the field of water supply to villages, heat supply, and regional development. In the future, together with the senators from the region, we will continue to provide assistance and support for the comprehensive development of the North Kazakhstan region," Maulen Ashimbayev summed up and called on the maslikhat deputies to take a more active part in the legislative work of the Parliament and the development of conceptual proposals for solving urgent issues in the regions. Representatives of the Assembly of the People of Kazakhstan and religious figures of the region also took part in the meeting.

The parliamentarians discussed with them key issues of developing spiritual diplomacy and exchanged views on the implementation of the tasks of the VIII Congress of Leaders of World and Traditional Religions.

"We will continue to work together to ensure the implementation of the spiritual, cultural, and humanitarian interests of all ethnic groups living in the country. And in this work, one of the most important tasks is the promotion and support of the state language. There is no doubt that the Kazakh language is one of the effective elements of consolidation of all ethnic groups in Kazakhstan. In general, today we must all unite around our common values - statehood, independence and the President's policy aimed at strengthening unity and harmony in the country. I am sure that in these matters, the North Kazakhstan region will set an example for other regions of our country," the Senate Speaker noted.

At the same time, as part of the trip, the senators visited the North Kazakhstan University named after Manash Kozybayev, where more than 6 thousand students study, and got acquainted with the educational, research activities and the strategy for further development of the higher educational institution. The parliamentarians were also shown the activities of the educational and laboratory building, including livestock and plant growing laboratories, where experiments and scientific research are conducted.

In addition, the Speaker of the Senate got acquainted with the activities of the Citizens' Reception Center, and also met with the workers of the greenhouse complex of Zelenyi Sever LLC and the deep wood processing plant of Nord Panels LLC.

Maulen Ashimbayev met with the team of the inclusive dance group Sensitive and para-athletes of the regional boccia department at the Creative Industry Center "Qyzyljar Creative Center". The project, implemented in pursuance of the instructions of the Head of State, promotes the training of specialists for the creative economy, the development of potential and the promotion of young talents, creating conditions for reducing the outflow of youth from the region.
