Starting April 28, North Kazakhstan region will begin Stage 1 to weaken the quarantine regime

The text of the statement of the akim of NKR:

Dear North Kazakhstan citizens!

Today, the President of our country announced new approaches to quarantine measures. The state of emergency is extended until May 11. Also, according to the Head of State, in regions where the situation with the spread of the virus is under control, they can begin to mitigate quarantine. Kassym-Zhomart Tokayev noted the importance of revitalizing the economy. We have considered this issue at the regional headquarters. The following decision has been made.

Starting April 28th, we will begin the first stage of easing the quarantine regime on the territory of North Kazakhstan region.

I want to remind once again that 5.5 thousand enterprises, where more than 131 thousand North Kazakhstan citizens work, did not stop their activity in the region. Only small and medium-sized businesses were suspended, where it was impossible to control people's contacts.

At the first stage, from April 28, we will launch small and medium-sized industrial enterprises that will be involved in construction and repair. For example, the manufacture of windows and doors, reinforced concrete products, inert materials and carpentry shops.

Road and freight companies and asphalt plants will resume their work.

I want to remind you that in the region large construction companies continued to work on the sites. Now, we give green light to small construction companies.

At the first stage, another 45 thousand people will go to work. All start-up enterprises will be involved in repair and construction work that will begin this week. 377 socially significant objects will be repaired in the region. These are schools, hospitals, cultural and sports facilities, roads and water supply.

6.5 thousand unemployed will be employed in the repair work of North Kazakhstan residents.

Also, unemployed students and shift workers who have arrived from other regions of the country and neighboring countries will be involved in the work.

PSCs are opened to provide services to business. Residents will continue to receive services online. We open PSCs for entrepreneurs, because a large season of repair and construction works begins, farmers begin to sow. A large number of transactions and paperwork will go through PSCs.

A new mode of operation for grocery stores and supermarkets is being introduced. They will be open from 8 a.m. to 7 p.m.

I want to dwell separately on dacha issues. I know there has been a lot of criticism. I read all the comments. I thank all dacha owners for understanding and patience. Dates of summer crops approached.

Therefore, from tomorrow, they will be allowed to visit dachas.

How will this work be organized? It is very important not to mix traffic flows. Working people and summer residents should not intersect. Therefore, I ask gardeners to stick to the following schedule. From 5 to 8 a.m. in the morning on special bus routes, you can reach your dachas. We specifically allocate buses, for the period of quarantine, they will be free. A private car can be driven from 5 to 7 in the morning. Day movement of dacha owners will be limited. In the evening you can return home on the bus from 5 to 8 p.m. By personal car only from 5 to 7 p.m. Buses should only be half full; this is a requirement for carriers and passengers.

We resume planned hospitalization and consultative and diagnostic assistance.

Law firms, service stations, car washes, tire fitting, dry-cleaning and repair of office equipment will also open.

If earlier residents could only go to the store, pharmacy and bank, now you can visit the objects that reopen. But, we ask you to visit the facilities within your area. Residents need to agree in advance and plan time to receive these services.

We are softening measures for the economy to work. Residents must still adhere to strict rules. The threat has not yet been removed. We hope for a conscious and adequate attitude of people.

In this difficult time, needy citizens were not left without state support. Financial assistance in the amount of 42,500 tenge was received by those who lost their income.

To date, payment has been assigned to 94 thousand North Kazakhstan citizens in the amount of 4 billion tenge.

The focus is on supporting socially vulnerable groups. More than 11 thousand inhabitants of the region will receive 50 thousand tenge each from the “Bіz birgemіz” foundation. Almost 600 million tenge will be paid.

Also, 7 categories of citizens will receive a compensation for utility bills. Within two months, 15 thousand tenge will be sent to their accounts. In our region, 37 thousand people will receive such assistance. They will save about 1 billion tenge. In addition, from April until the end of quarantine for all consumers, monopolists reduced tariffs for water, heat and electricity by 10 percent.

Dear fellow countrymen!

We have been living in hard quarantine for 25 days. I know this is not easy. In my thoughts I could not imagine that I would agitate the inhabitants to stay at home. I kept urging people not to sit at home, to move, to do what they liked.

But, alas, new circumstances compel us to do the opposite. The regime of self-isolation is not a whim of local authorities. So the whole world lives. We have no other choice. To defeat the virus, you just need to follow personal security measures. We do it.

In the region, the last time cases of infection were recorded 3 weeks ago. After that, there were only imported cases. This is the result of strict quarantine measures and discipline of our residents who adhere to the quarantine requirement. We discovered all the outbreak hot zones in time, the patients and contacts were isolated. Thus, it was possible to break the chain and stop the further spread of the virus in the region. At the beginning of April, our region occupied the third place in the country in the number of cases. Now, we are in 15th place. This also says a lot.

I am grateful to the North Kazakhstan citizens for their patience and prudence.

I want to apologize for the inconvenience that you experience during quarantine. But, all actions are aimed at preserving the health and life of the North Kazakhstan people. Together we will overcome all these difficulties.
