About the current situation
I will talk about the current situation in the region during the today’s briefing. Yesterday, one man recovered and was discharged home.

Now, 24 patients with coronavirus remain in the infectious diseases hospital. They are under the supervision of doctors; the condition is satisfactory. Today, there are no seriously ill patients.
Nevertheless, we are preparing for various scenarios. We prepared a resuscitation unit for 10 beds and installed 10 mechanical ventilation devices. We have recently acquired 5 new mechanical ventilation devices. In the region, there are only 74 ventilation devices.
Our doctors work at the forefront and do a great job. Doctors who treat patients with coronavirus do not contact the outside world. They live in a separate hotel. They don’t go outside, don’t go home. The hotel has all the conditions for them.
We set strict requirements for enterprises that ensure the vital activity of the region. Enterprises and organizations must ensure the organized delivery of their employees.

What does it mean? Distribution only by buses. The bus should only be half full. This is keeping a distance. The passenger compartment needs to be constantly alcoholized.
We also equip enterprises with non-contact thermometers. At the entrance, strict control will be established, workers with temperature will not be allowed to work. Non-contact thermometers are also provided for large supermarkets. At the entrance, all visitors measure the temperature.
At high temperatures, the visitor will not be allowed into the supermarket. In this case, you need to order delivery or ask for help from volunteers.
Also, «Rainbow» LLP began to manufacture disinfection tunnels for automatic processing. Designs are installed in front of large supermarkets and enterprises.

Across the republic, residents who have lost income submit an application for a payment of 42 500 tenge. In our area, more than 7 thousand people have applied by now. 3 thousand citizens have already received the payment.
The «Biz birgemiz» foundation, created under the initiative of Yelbasy, provides personal support to socially vulnerable groups of the population. Low-income citizens of the region received food packages and sanitary-hygienic protective equipment. A total of 1252 sets were delivered, of which 596 were delivered to the regional center. Also, financial support will be provided to socially vulnerable segments of the population. Material assistance in the amount of 50 thousand tenge will be transferred to the accounts of the recipients.
Supermarkets are setting up a food delivery system. The delivery service on «Semeyny» and «Severny» networks is overloaded. They recruited additional staff.

Delivery works 24 hours per day. We also attract other supermarkets to this work. «Magnum» will launch a chat to receive applications. Trading house «Pyramid» accepts orders from residents of the railway station area.
In addition, in Petropavlovsk from six in the morning until eight in the morning, all who are involved in the supply of food must provide delivery to grocery stores.
From 8 a.m. to 10 a.m. cars are allowed to travel from home to work. From 10 a.m. to the end of the working day, the movement of cars without need will be minimized.
From 5 p.m. to 8 p.m., time is given to call into the store and return home. After 8 pm, excess movement will be stopped. Within 2-3 days, the police together with the city akimat must work out the movement of cars. If we do not see a decrease in flow, we will introduce even more stringent measures.

All residents must strictly observe the quarantine regime. One must not leave the house and walk the streets without necessity.

For a while, forget about dachas and street walks with pets. Our elderly are at high risk, but they also violate the quarantine regime. Spend your free time with your family. Sit at home and there will be no penalty. Otherwise, the police will severely suppress violations. During quarantine, the police have wide powers.
We are able to restrain the spread of the virus thanks to strict measures being taken. In recent days, we have not seen growth of the viral infection. So, quarantine measures give their result. We, hoping for the consciousness of citizens, removed street patrols, and immediately the residents began to violate the quarantine requirements.
We will go on to strengthen tight control.
Irresponsibility can be expensive. Time will judge us all.

To date, 88 violations of the emergency regime have been identified in the region. Of these, 42 facts of being in a public place unnecessarily. 23 people were arrested, 32 were fined. Administrative cases of another 32 people who violated the state of emergency are in court.
The time for warnings has passed, the police will actively act against violators of public order.
The longer we all stay at home, the earlier quarantine will end. We are all interested in this. Let’s observe this rule.
About the flood situation
Along with arranging work in this difficult time related to quarantine, ensuring the vital activity of the region, we are working to prevent the flood situation.
The situation is not simple, a lot of people are involved. We prepared specialists and equipment in advance.
Flooding of settlements is not detected in the region for now. Round-the-clock monitoring of the levels of rivers, lakes and reservoirs is carried out.
Rescuers left in advance for Ualikhanov, Aiyrtau, Timiryazevo districts and G. Musrepov district to carry out the necessary work.
Taking into account the analysis of past years, blasting operations on an area of more than 4 thousand square meters were carried out at 12 sites.
More than 100 kilometers of canals were cleared, over 500 kilometers of fields were blackened, 100 thousand cubic meters of melt water were pumped out.
About 3 thousand culverts have been cleaned on roads and inside villages.
20 km of protective dams were built, work on the bordering of settlements was carried out.

Work continues day and night. Our task is to prevent flooding of any residential building. We regulate the entire process in order to minimize losses and protect the lives, health and property of citizens.
