In North Kazakhstan, an additional impetus to the region's economy was given by a new comprehensive development plan initiated by K. Aksakalov at a meeting of the country's Security Council. As part of the new comprehensive plan, in 2021-2025, the region will receive 500 billion tenge of financial support from the center. For 5 years, the budget of the region has grown by 2.3 times.
Agriculture
21% of all investments in the country's agriculture are the share of NKR. For 5 years, 24 industrial dairy farms have been launched. In 2022, the construction of 17 farms continues. By the end of the year, 8 complexes will be launched. Milk production in organized farms increased by 30%. As a result, 25% of all dairy products in the country are produced in North Kazakhstan. 2 feedlots have been introduced.
Dairies "Maslodel" and "Eurasian milk", "Tezis" launched lines for the production of dairy and cheese products. 23 billion tenge of investments were directed. To the working 571 people, an additional 175 new jobs will be created. As a result, Maslodel will become the largest dairy processing enterprise in Kazakhstan and Central Asia and the third largest in the CIS.
The second stage of the EMC Agro pig complex was launched, the livestock was brought to 100 thousand. The construction of the third stage of the farm has begun with the expansion from 100 thousand to 200 thousand heads. This will be the largest farm in the country.
In North Kazakhstan region, after a long downtime, a modern meat processing plant was modernized and launched, 180 people work in this complex. 500-700 goals are scored daily.
The region is building 3 new poultry farms, 2 have already been launched, which will produce 16 thousand tons of meat per year, with the creation of 250 jobs.
After 8 years of inactivity, the Bio Operations plant was reanimated, which produces starch, gluten and bioethanol. 478 permanent jobs have been created.
Two feed mills with a total capacity of 430,000 tons per year have been launched. The two enterprises employ 120 people.
Diversification of agriculture was carried out, the area of oilseeds was increased by 2 times, up to 1 million hectares
The construction of an oil extraction plant with a capacity of 370 thousand tons per year is underway. The amount of investments is 21 billion tenge. Over 200 new jobs will be created.
Industry
Thanks to a comprehensive plan, high-performance equipment has been installed at the Kirov plant, which makes it possible to manufacture multilayer boards. As a result, orders increased by 2.6 times.
In the region, the investor "Cool Infinity" has launched a new production facility for the assembly of thermos-wagons and refrigerator with the creation of 200 jobs. In 2021, 140 wagons were assembled, in 2022 - 150. The products are exported to the Russian Federation and Azerbaijan.
In 2018, a metal-plastic products plant was launched for the processing of secondary raw materials and the production of consumer goods. 95 North Kazakhstanis were employed.
250 tons of liquid and solid soap per month are produced by a new household chemicals factory.
In 2019, the first modern vegetable storage for 2 thousand tons with climate control was opened. In 2020, a wholesale distribution center was launched. 40 permanent jobs have been created.
The production of soft containers with a full production cycle has been launched in the regional center. Now the company employs 230 people.
North Kazakhstani plywood entered the market thanks to the launch of a new plywood mill. There were 300 new jobs.
The construction of a chipboard plant has begun. 300 jobs will be created.
In the special economic zone "Qyzyljar" a project for the assembly of agricultural machinery "CLAAS" was implemented. In 2021, 92 pieces of equipment were collected. Over 300 items have been collected this year. The plan for 2023 is over 480 combines, tractors, seeding complexes and reapers. The cost of equipment for farmers has been reduced to 27%.
A new electrotechnical plant has been opened, transformers are being produced. Over 160 jobs have been created, with an expansion to 350. The investor will open a switchboard equipment plant.
There was no brick production in the region, bricks were imported from other regions. It was launched a new brick factory. The enterprise annually produces 40 million bricks and will cover 30% of the region's needs. 80 permanent jobs have been created.
A factory for the production of paper products was launched. It will produce 5,000 tons of office and hygienic paper annually. 80 jobs created
There is a construction of a greenhouse complex on 3.7 hectares. They will grow 2.8 thousand tons of vegetables per year. They invest 7 billion tenge. There will be 50 new jobs.
The construction of self-framing metal buildings has begun, a project for the production of trailed agricultural machinery Reimann will be implemented.
Demolition of old buildings at the ZIKSTO plant. Instead, in 2023, the construction of a new building with an area of 6 thousand square meters will begin to assemble 300 passenger cars.
A plant for the production of strong drinks is under construction in the region. The volume of investments will amount to 11 billion tenge. In addition, 200 new jobs will be created.
Small and medium businesses
The output of SME products has doubled over 5 years, from 490 billion to 913 billion tenge. Over 5 years, the share of SMEs in the GRP of the region increased by 6 percent and reached 31.4%.
Housing
Investments in housing construction increased by 2.7 times, from 18 billion tenge to 48 billion tenge. For 5 years, 1.3 million square meters of housing have been built. Over 45 thousand North Kazakhstanis celebrated housewarming. 1.7 thousand old and dilapidated houses were demolished. 6 thousand citizens improved their living conditions.
In 2022, the demolition of the Kopay microdistrict began. The construction of 27 houses has been designed, this year the construction of 9 multi-storey buildings has begun.
Over 1.3 thousand houses built in villages over 3 years
Infrastructure
About 3,000 roads have been repaired in the region, asphalt pavement has appeared on the streets of more than 100 villages. The share of good roads increased from 58% to 81%.
For 5 years, water supply has been provided and improved in 214 villages. The second stage of the Presnovskiy group water pipeline was launched with the connection of 18 villages. Provision of villagers with water for five years has increased from 79% to 83.5%.
6.5 thousand families brought water to the house. The number of villages with distribution networks increased by 60% from 179 villages to 295 villages.
Regional center
The railway station was reconstructed, escalators and elevators were installed.
As part of the comprehensive improvement in the city, 467 yards were repaired. 300 children's playgrounds and 42 free parking lots have been installed.
A project to upgrade public transport has been implemented. 100 new buses have been purchased for the regional center, 60% of all transport has been updated.
Since 2017, 6,700 LED lamps have been installed in the regional center on forty streets. About 23,000 lamps were supplied in 352 villages of North Kazakhstan region.

Healthcare
The construction of a multidisciplinary hospital has begun in the region.
14 billion tenge was allocated for the purchase of medical equipment over 5 years. Hospitals have replenished with MRI, CT, the issue of the lack of digital angiographs and mammographs has been resolved. The number of MRIs has been increased from 1 to 5, the number of CT scans has been increased from 4 to 9.
The issue of the shortage of ambulances has been completely resolved in North Kazakhstan region. 38 reanimobiles were purchased.
During the pandemic, a new infectious diseases hospital was built.
In the regional center in 2023, two polyclinics will be opened in the microdistricts of Bereke and Zhas Orken. 46 medical facilities will be built in the districts.
Education
The modern Palace of Schoolchildren has become a place of attraction for 1.8 thousand North Kazakhstani children.
4 new schools have been opened in North Kazakhstan region. In the coming years, 8 schools will be built.
About 327 schools were overhauled in the region for 15 billion tenge. This made it possible to upgrade 70% of the region's schools. The region is the largest in the country to allocate funds for the renovation of schools. As a result of the measures taken, the outflow of school graduates from the country has decreased by 2 times from 30% to 15%.
An educational and laboratory building for the NKU was opened. 68 modern laboratories are being installed. As part of cooperation with the University of Arizona, a double-degree study program has been launched. The first 120 students have been recruited. 500 grants will be allocated annually. Students began to arrive from other regions of the country.
Construction of 3 dormitories for 1400 places for NKU is underway.
The Higher Multidisciplinary College was opened in the Aiyrtau district. Investors invested 405 million tenge.
Sport
For 4 years, 244 sports facilities have been built in the region. 6 sports and recreation complexes have been opened. Now 4 more sports complexes are being built in regional centers.
There are 6 indoor hockey courts in the region. In 2022, the construction of 2 ice complexes will be completed.
New tennis center opened in Petropavl
FC "Kyzylzhar" performed in the UEFA Conference League. Women's volleyball club "Kuanysh" won the Asian club championship.
Culture
Since 2017, 56 cultural facilities have been repaired in the region. After a major overhaul, the Pogodin Theater was transformed.
