«Samruk-Kazyna» JSC and the akimat of North Kazakhstan region signed a memorandum of cooperation. The parties agreed to stimulate the opening of new industries in the region and to develop socio-economic cooperation.
The head of «Samruk-Kazyna», Akhmetzhan Yesimov, noted that the Fund was ready to assist projects involving the creation of new industries under the Import Substitution Program and the off-take contracts mechanism, which guarantees a long-term order with an advance payment for the products planned for release. The main condition is the lack of production in the Republic of Kazakhstan and the demand for Fund companies in it.
«In 2018, we began large-scale work to improve the procurement system of the Fund, emphasized the priority of supporting domestic producers. As a result, intra-holding purchases were reduced by 25 times and more than 630 billion tenge was transferred to the competitive environment to our entrepreneurs. By creating a competitive environment, more than 36 billion tenge were saved», — Akhmetzhan Yesimov said.
Also, the head of the Fund said that at the that moment, the Fund had approved 27 projects to create new industries in the country under the Import Substitution Program, the amount of investment in the implementation of projects would be more than 215 billion tenge, more than 1,600 jobs would be created.
Among the approved projects, there are two large NKR enterprises: Petopavlovsk Heavy Machine Building Plant (PZTM) JSC and the Plant named after S. Kirov JSC. During the meeting, the Fund’s portfolio companies signed agreements with factories in the amount of more than 8.5 billion tenge.
Agreements for the supply of special equipment with PZTM JSC were signed in the amount of 2.3 billion tenge, with the Plant named after Kirov in the amount of about 6.2 billion tenge, including one long-term contract for 3 years.
The akim of North Kazakhstan region noted the importance of the signed documents for the region.
«Today we are signing a memorandum within the framework of which Samruk-Kazyna outlined a number of systematic measures for the development of the region. With the support of the Fund, mobile communications coverage will also be expanded and the quality of mobile services will be improved in one of the remote districts of the region, in Ualikhanov district», — the akim of North Kazakhstan region Kumar Aksakalov said.
Within the framework of the memorandum, the Fund will also develop NKR as a region with smart cities, this implies automation of housing and communal services, monitoring of city security, launch of 25 base stations of GSM and LTE standard in 2020-2021.
In addition, projects in the social sphere will be implemented, i.e. equipping a children’s rehabilitation center, running a medical train to remote stations on a free basis, building universal sports grounds and playgrounds.
