On June 5, a referendum on changing the Constitution was held in the country. 75 percent of voters participated in the region. 81 percent of residents voted "yes" to the changes. All this showed that the people of the region have high political literacy and are ready for new changes.
At the press conference, I will briefly touch on the work being done in the region.
In 5 months, the growth of the regional economy was 3.3%. 5,300 new permanent jobs have been created, and we will increase them to 10,000 by the end of the year.
In 5 years, the budget increased by 2.2 times and reached 429 billion tenge. More than half is aimed at the development of the social sphere.
About 100 billion tenge were invested in the region in 5 months. 87 percent of them are private investments.
Agriculture. In his message, the President said that "the main task of the agro-industrial complex is to fully supply the country with basic food products."
North Kazakhstan region - ensures food security of the country. We produce 15 out of 19 foods of social importance in the region.
The potential of the region is much higher than the need for products. For example, we supply ourselves with milk 8 times, pasta 18 times, potatoes 10 times, eggs 4 times, cabbage 3 times, carrots and meat 2.5 times, and butter 1.6 times.
As for the country, the region produces a quarter of wheat, a third of oilseeds, 11% of eggs, and 23% of dairy products.
In 5 years, the total volume of agricultural production increased by 1.8 times and reached 902 billion tenge.
This indicator was achieved thanks to diversification. Oil crops are more beneficial than cereals. For example, this year the price of one ton of flax reached 340 thousand tenge. One ton of wheat is 170,000 tenge.
Not only the production of oilseeds, but also its processing is an important task. Now an oilseed extraction plant is being built in the region. This will be the strongest enterprise in the country. 15 billion tenge are being invested. 200 people will work in the factory. The new facility allows to process 90 percent of oil crops.
A modern greenhouse complex is being built in Petropavlovsk on an area of 3.7 hectares. The cost of the project is 7 billion tenge. The new greenhouse will supply the region with 2,700 tons of vegetables. 30 percent of the need for cucumbers and tomatoes is covered.
About animal husbandry. A program for building dairy farms is being implemented in the region. A simplified loan is provided. We have been implementing 10 complex opening plans every year.
Last year, 10 farms were launched. 11 more complexes are being built this year. Construction of 10 more facilities will begin this year. In total, more than 2,000 villagers will be employed.
A farm opened in one village provides work for 30 people. This means that the income of 30 families will increase. Again, we open 10 farms a year.
Thanks to new farms, milk production in organized farms increased by 30% in 5 years and reached 227 thousand tons (2017 - 174 thousand tons)
About recycling. The president has a task that "in addition to providing traditional support to the agricultural sector, maximum importance should be paid to deep processing of agricultural products."
In 5 years, milk processing in the region increased by 55 percent (2017 - 221 thousand tons, 2021 - 347 thousand tons), and meat processing increased by 50 percent (2017 - 8.2 thousand tons, 2021 - 12.3 thousand tons).
Our country still has imported dairy products. For example, consider cheese. If 23 thousand tons of cheese are produced in Kazakhstan every year, the same volume is imported.
Production of this product is growing in the region to replace imports. In 2021, cheese production in the region was 2,300 tons. This is 43 percent more than in 2020.
A new dairy factory "Eurasian Milk" aimed at producing 2.5 thousand tons of cheese per year was launched in the region. The investor invested 13 billion tenge in the project. In addition, 120 additional jobs were created.
In general, 55 percent of the milk produced in 2021 was sent for processing. With the start of the new plant, we will increase this share to 60 percent.
About poultry farming. Last year, the demand for poultry meat in the country was 427 thousand tons. 64 percent of this volume was provided by domestic poultry farms, the rest was imported.
Investment projects implemented in North Kazakhstan will reduce imports. Now three broiler poultry farms are being built in the region. We will launch two of them by the end of the year. More than 200 permanent jobs will be created.
Our region's need for poultry meat is 8.5 thousand tons. Now there is one poultry factory producing 2.5 thousand tons in the region. The capacity of three new factories is 16 thousand tons. That is, we fully cover the needs of the region and supply other regions with products.
I mentioned the projects being implemented in the agricultural sector. The scope of work is extensive. Thanks to this, this year we will bring the total volume of agriculture to 1 trillion tenge.
About industry. This year, 19 investment projects worth 36 billion tenge will be implemented with the creation of more than 1 thousand jobs.
We are launching several enterprises for the production of building materials.
At the end of May, a new brick factory was launched. 1 billion 800 million tenge invested. 80 permanent jobs have been created. The plant produces up to 40 million bricks per year and will cover 30% of the region's needs.
In July, we launch a plant for autoclave gas blocks and a plant for reinforced concrete products. All these products will be used in housing construction.
Our country is still dependent on imported paper. This was especially felt when prices for A4 office paper soared. It is her, as well as hygienic paper, that the paper products factory will produce. The launch is scheduled for September. Attracted 2.5 billion tenge of investments. 80 new jobs will be created. The factory plans to produce 5 thousand tons of products.
At the last press conference, I already talked about the launch of an electrical plant. Now the new venture is gaining momentum. This year, we plan to produce 4 thousand transformers with a further increase to 13 thousand.
By the end of the year, the number of employees will be increased to 200, and subsequently to 350. In addition, the investor will build a switchboard equipment plant with an investment of 7 billion tenge.
We are filling the Kyzylzhar Special Economic Zone. Projects for the production of light steel thin-walled structures and a chipboard plant will be implemented.
In general, the general trend in the industry is positive. Over 5 years, the gross volume of industry increased by 1.8 times, from 198 billion tenge to 365 billion tenge. In 2022, we will bring it to 410 billion tenge.
As you know, the more representatives of small and medium-sized businesses, the more intensively the economy develops. This is a generally accepted fact. The output of SME products has doubled over 5 years, from 490 billion to 912 billion tenge.
About housing. Investments in housing construction increased 3 times. We are not slowing down. Now construction is underway at 50 sites in the region, by the end of the year we will bring it to 61.
We build 26 budget houses and 24 commercial ones. By the end of the year we will hand over 20 houses.
New microdistricts appeared - Zhas Orken, Bereke and Ortalyk. We started a project for the construction of the Kopay microdistrict.
Residents of the old microdistrict have been waiting for this for a long time. We will demolish 117 dilapidated private houses, that is, 117 families will significantly improve their living conditions. The construction of 9 nine-story houses begins. A total of 27 houses for 2.8 thousand apartments have been designed. It will be a full-fledged microdistrict with a new school, a kindergarten and a clinic.
We build housing for people on the waiting list. This year, 120 apartments will be given to families with many children. Also, 120 apartments are intended for orphans.
In general, according to the comprehensive plan until 2026, 3.3 million square meters of housing will be built. 144 thousand North Kazakhstanis will improve their living conditions. This is one third of the total population of the region.
About the road. 663 kilometers of roads will be repaired this year. 22 billion tenge were allocated from the budget. The share of good roads in the region reaches 81%.
More than 2,000 kilometers of roads will be repaired within the framework of the Comprehensive Plan until 2026. Thus, we are getting closer to the normalization of all the roads of the region.
About drinking water supply. This year, the construction and renewal of water networks will be carried out in 55 villages. More than 12 billion tenge were allocated. In this way, 84% of the villagers are covered with water. Until 2026, the rural population will be provided with 100% water.
About the Internet. In the region, 148 villages were connected to the Internet in 2 years. 35 thousand people live in these settlements. Now 491 out of 635 villages are connected to the network through various technologies.
The project of connecting villages with more than 250 inhabitants has been implemented. Now 69 villages with less than 250 inhabitants will be connected to mobile internet.
Education in the region has received a good “impulse” in recent years. We are improving the infrastructure of our schools.
This year, the material and technical base of 83 schools will be updated. We purchase 28 subject rooms for schools and 29 school buses.
Now major repairs are underway in 27 schools for 2.4 billion tenge. For 3 years, 14 billion tenge was allocated for the repair of 301 facilities. Thus, up to 70% of all schools in the region will be updated. In this I will note that in the republic our region allocates the most funds for the repair of schools.
The issue of shortage of teachers has been practically solved in the region. This was due to the increase in the salaries of teachers on behalf of the President.
This year, a modern educational and laboratory building for the university will open. Install modern laboratories. Our students will have all the conditions for conducting experiments and scientific research. Cooperation has been established with the American University of Arizona, which is in the top 100 universities in the world.
4 dormitories for 1.6 thousand people are being built in Petropavlovsk. The implementation of these projects will cover the need for dormitories.
The number of grants is increasing. This reduces the outflow of school graduates. Decreased by 2 times over 5 years (30 to 16%). The number of graduates enrolled in the country's universities increased from 39 to 72%.
The number of graduates who received a grant also increased (2017 - 1147 or 53.6%, 2021 - 1357 or 60.4%.)
Healthcare. Every year we allocate large funds for the renewal of medical equipment. For 5 years, 14 billion tenge has been allocated. Purchased 2 thousand units of various medical equipment.
This made it possible to solve the problem of the shortage of mammographs, angiographs, x-rays and ultrasound machines. The situation in equipping hospitals with MRI and CT scanners has improved significantly.
For example, 5 years ago, 4 computed tomographs provided services in the region. The eighth CT scanner was recently launched. We increased the coverage of the population with CT examinations by 2.5 times. This year, an MRI will be performed for a children's hospital.
We see the effect of the acquisition of equipment. Diseases are detected at an early stage. The incidence of tuberculosis has been reduced by 2 times. Mortality from tuberculosis decreased by 30%, from oncology by 15%
The construction of a multidisciplinary hospital and 2 polyclinics has begun.
