Akim of NKR Kumar Aksakalov wrote about this on his page in social networks.
"At the meeting of the board of the agricultural block, we discussed not only the issues of the agricultural sector, but also the development of our villages. These questions are interrelated. One of the most pressing issues is the increased responsibility of farmers for holding final meetings. It is necessary to improve and consolidate this mechanism by law," the head of the region wrote.
All former equity holders are co-founders of the LLP. According to Article 44 of the Law "On Limited and Additional Liability Partnerships", the main founder must hold a meeting dedicated to the approval of the annual financial statements.
"There is a rule of law, but it does not work. Agricultural formations do not comply with the requirements of the law and hold meetings formally. The main founder must report on his work for the year. People should know how the farm has performed in a year. How much income they received and where did they go," Kumar Aksakalov added.
Also, such meetings should discuss issues of rural development: supplying water to homes, helping the needy, youth leisure, cleanliness and order in the village, plowing gardens, etc.
Due to the formal approach to holding meetings, there is a gap in the notification of participants. It is necessary to inform about the upcoming report personally and in advance, against signature. This mechanism also needs to be improved.
"In general, it is necessary to tighten the requirements for reporting to the owners of common shared land use. It is fundamentally. Up to the prosecution of negligent farmers who do not comply with this norm. Corresponding proposals for improving the legislation will be sent to the higher state bodies," the akim of the region concluded.
