Report of Akim of NKR at the final meeting of Akim of the region

In two days we will meet the new year 2022. According to the established tradition, we will sum up the work done this year and make a plan for the coming year.

The year 2021 was full of really bright, memorable events and significant projects.

The main event of this year is the 30th anniversary of the country's independence. Independence is the main wealth of any state.

The year 2021 began with important political events. On January 10, we elected deputies to the Mazhilis of the Parliament.

On July 25, direct elections of village akims took place, increasing the responsibility of local executive bodies to the electorate.

This year, the people of North Kazakhstan have worked hard in any field. I sincerely thank the workers, farmers, entrepreneurs, doctors and teachers, everyone who worked hard and laid the foundation for future success.

The goal is clear. The most important thing for us is not to slow down, but to make every effort to improve the lives of our compatriots.

Despite the many obstacles that the regional economy has faced due to the coronavirus pandemic, the development of the region has been ensured.

As we all understand, our plans would not have been feasible without proper funding.

Thanks to the support of the President from 2018 to 2021 for the development of the region have made significant financial resources.

This year, thanks to the support of the Heads of State, we have approved a new Comprehensive Plan for the next 5 years.

In five years, the region will receive up to 500 billion tenge for the development of the economy and the improvement of the well-being of the population. Already this year, the region has received more than 80 billion tenge.

The first real result that we were able to achieve is the sustainable growth of the population. Despite the restrictions associated with the pandemic, the level of unemployment decreased to 4.8% in 2021. Created almost 12 thousand new permanent jobs. More than 27 thousand people are employed.

Economic activity has allowed to increase and labor incomes of ordinary citizens. The average monthly salary increased by 19%. Retirement deductions increased by 23%.

Increase in the deposit base of one of the indicators of the growth of the well-being of the population.

Only for 10 months of the current year their volume increased by 14% and reached 207 billion tenge.

North Kazakhstanis began to buy more real estate.

This year alone, almost 51 thousand were concluded on real estate, more than last year by 9.8%.

Population security is one of the priority tasks of our state. The work carried out, as well as the activation of activities of a preventive nature in the territory of the region led to a reduction in crime only by 5.6% per year.

Wanted to be with you more detailed view of each direction.

Our main task is to achieve maximum efficiency in agriculture and bring the industry to a qualitatively new level of development.

As you know, the last couple of summer seasons pass in unfavorable climatic conditions.

In such conditions, there is only one "formula" of success: the use of modern agricultural machinery + mineral fertilizers + sorting.

During the whole year, the agrarian region contributed 160 thousand tons of mineral fertilizers and order 46 thousand tons of elite seeds. This is more of a country.

The machine-tractor park is being renewed, modern machinery is being acquired.

I would like to emphasize once again the importance of the use of all agricultural technologies, which provided our farms with high yields and, accordingly, high profits.

There are many farms, which during the difficult period of this year received a yield of 20 to 24 c/ha.

This year, about 150 billion tenge of investments were allocated for strain renovation, mineral fertilizers and new agricultural equipment.

This gives its results - since the beginning of the year produced agricultural products worth more than 890 billion tenge.

This is more than the previous year's result of 111 billion tenge.

With the support of our agrarians there is the opening of new productions.

The CLAAS agricultural machinery assembly plant was opened this year.

This production was carried out as a result of long negotiations. From this co-workers win, first of all, our agrarians. They can buy modern equipment at a cost reduced to 35%.

"Speaking in the language of money", before the opening of agricultural production bought a combine for 144 million tenge. Now the price of this combine has been reduced to 94 million tenge. The economy is 50 million.

Literally, the plant opened 60 thousand tons of seeds per year for the production of agricultural crops.

The plant of this level is the only one in the republic today!

This is a good start. We need to continue to build such plants in order to fully ensure their own consumption in high-quality seeds.

In connection with this, raises a topical issue related to the storage, processing and logistics of different varieties of culture.

Therefore, in the current year, the construction of new grain reserves on 7 objects with a total capacity of 116 thousand tons.

One of the most important areas in the agricultural sector is animal husbandry.

This year, 36 projects worth 37 billion tenge have been implemented in the agricultural sector, 27 of which are in animal husbandry.

Peasants with land are obliged to engage in animal husbandry.

This will create permanent jobs throughout the year in rural areas and reduce dependence on imported meat products.

As a result of this work, milk and meat production has increased, and the number of livestock has increased.

We have set a clear goal for the development of dairy farming.

This year we have started construction of 16 farms, 10 complexes have been launched.

Next year we plan to build 8 more new farms. We are currently working on this issue with the peasants.

Milk processing is also important. Maslodel and Eurasian Milk dairy plants have allocated 15 billion tenge to modernize production.

Maslodel has increased its capacity from 87 thousand to 119 thousand tons. Eurasian Milk will produce 2.5 thousand tons of cheese a year.

In Akzhar and Ualikhanov districts, where there are huge pastoral lands, we are obliged to develop animal husbandry.

That is why in these areas we are building two feedlots for 13 thousand heads of cattle.

Also, we are building 2 poultry farms for meat production.

The pig complex of EMS-Agro LLP has been expanded. As a result, the power will increase from 5 to 10 thousand tons of meat per year. The plan is to increase meat production to 20 thousand tons.

Literally yesterday, a new compound feed plant was launched for 72 thousand tons of finished products.

Already today there are applications from the poultry factory to purchase products.

It is worth noting that this year, in support of the development of sheep breeding, farms of the region purchased more than 13 thousand heads of young sheep.

The work carried out in the agro-industrial complex will continue in the coming year.

Let's move on to industry.

At the beginning of the year we set a task to ensure our plants with constant orders during the crisis period associated with the pandemic.

We coped with the task.

Last year, our plants completed a portfolio of orders worth 44.3 billion tenge. This year it has grown to 56.7 billion tenge, growth at 30%.

In the next year, we plan to increase the volume of orders to 65 billion tenge.

Let's look at specific examples.

ZIKSTO implements a large order for KTZh and secures a stable two-year contract.

The plant for the production of isothermal car-thermoses "Cool infinity" produced 140 cars for 5 billion tenge, the third of which is exported to Russia.

The geography of export products is expanding. Works on cooperation with Azerbaijan and Iran.

Introduced this year, the plywood plant produced 11 thousand cubic meters of finished products. This provided about 30 construction sites in the region and other regions of the country, including a new multidisciplinary hospital under construction.

The plant provides orders for many months ahead. This is an example of how to create and operate production.

We rationally approach the distribution of new productions. In the area of 300 thousand square meters of vacant land, 200 thousand have already been restored and "received a new life."

First of all, we are enchanting our city.

Secondly, it is not necessary to spend time on the construction of land "from scratch".

We could have built the plant in the desert, where there are no communications. This would have cost our investors dearly.

One of such projects is the Petropavlovsk Electrotechnical Plant, launched in the current year.

A project for the production of polypropylene big bags was launched.

The plant already meets the needs of companies in Kazakhstan, such as KazZinc, Kazakhmys.

Next year it is planned to conclude an agreement with TengizChevroil.

All new and existing projects contributed to the growth of mechanical engineering exports by 26.6% compared to last year.

Other significant projects are being implemented, such as the production of paper products, the construction of a greenhouse complex by the "Raduga" company.

For many years, construction companies were faced with the fact that the region did not have their own production facilities - from bricks to finishing materials.

We are gradually solving this problem by attracting investors and opening production facilities.

Brickworks. Its implementation is in its final stages. Reaching the design capacity will cover a third of the region's total brick needs.

I want to show you in comparison the prices for bricks of our factory and factories in other areas.

For example, the price of backing bricks from other areas for our facilities costs 90-92 tenge, taking into account transportation costs. We will have savings through logistics.

Work at the plant for the production of autoclave aerated blocks and plates of Mix Universal LLP is nearing completion.

Also, the company has already established the production of dry building mixtures.

Another project in this area is nearing completion - a plant for the production of reinforced concrete products. It will produce floor slabs, concrete rings, foundation blocks and raw concrete.

The development of agriculture and industry is driving up small and medium-sized businesses. Over the past 5 years, the number of entrepreneurs in our region has increased by 2,600 business entities.

The output of SMEs for 5 years has doubled, from 374 to 776 billion tenge. In the revenue part of the budget, the share of taxes from SMEs increased from 49% to 61%.

Roads

As you know, our region ranks third in the republic in terms of the length of roads.

There are about 9 thousand km of roads in the region.

Over the past 4 years, we have repaired almost 2,000 km of roads, including 813 km this year.

Previously, budget funds were directed only to repairing roads between villages and districts. The road reached only the settlement, and further work was not carried out.

We are gradually improving the situation.

As part of the Comprehensive Plan until 2026, we will cover more than 2,100 km of roads with repair work.

Residents of 350 more rural settlements will “feel” qualitative changes.

The second is water supply.

This year our region has "record" funding. We have directed 10.3 billion tenge. This is more than in 2019 and 2020 combined (2019 - 3.7 billion tenge, 2020 - 6.5 billion tenge)!

Within the framework of the Comprehensive Plan, we will provide water to residents of 78 villages. As a result, 100% of the rural population will be provided with water supply.

I would like to explain the information that the price for water for the population will double in price. But this information is not entirely correct.

It is planned to revise the water tariff only in terms of payment of the population for the delivery of water to the settlement. The rest is subsidized by the state.

Let's look at a specific example.

The water tariff has not changed since 2006. Now delivery of a cube of water to the village costs 850 tenge. Of these, the state subsidizes 810 tenge. The remaining amount of 40 tenge is paid by the consumer in the village.

Revision of payment for delivery will increase the cost for the consumer to 60-80 tenge.

For example, now the consumer pays an average of 15 tenge for a flask of water (40 liters), after the revision of the tariff he will pay 17 tenge.

The third is access to the Internet.

Last year, residents of 118 villages gained access to the Internet. This year, 40 more villages have been connected.

As a result, today 491 out of 635 villages are connected to the Internet using various technologies.

I want to emphasize that the Internet was carried out in priority in villages with a population of 250 people and above.

Almost all of these villages are provided with the Internet.

Now we are planning to connect 69 villages of the region, where less than 250 people live.

The fourth is housing.

We are seeing positive results in the field of housing construction.

First, over the past 4 years, the volume of budget financing has more than tripled (2017 - 9 billion tenge, 2021 - 29 billion tenge).

Secondly, commercial construction is developing.

For example, in 2017, only 1 house was built for private investment; this year, work is underway to build 23 commercial houses.

For the first time, foreign investors are attracted to the construction of commercial housing.

The Turkish company YDA presented a project for the construction of houses in the regional center. Commercial houses with modern architectural design will decorate our city.

Thirdly, we are building more apartments.

To date, construction of 30 budget apartment buildings continues in the region.

Since 2017, 1 million square meters of housing have been built in the regional center. About 30 thousand residents have improved their living conditions.

I would like to separately mention the renovation program. In addition to Nur-Sultan and Almaty, we are one of the first regions to start working in this direction.

Due to its implementation, about 6 thousand residents of the city of Petropavlovsk have improved their living conditions.

A promising direction – the Kopay microdistrict. To date, a detailed plan and working projects have been developed for the construction of 17 multi-storey complexes for 2.8 thousand apartments. Old uncomfortable housing will be replaced by multi-storey buildings.

Fourth, we are developing individual housing construction.

We supply electricity, water and roads in the Solnechnyi-2 and Yuzhnyi microdistricts.

As a result, those on the waiting list will receive over 3 thousand ready-made land plots for housing construction.

I have already announced an order to create uniform architectural sketches. Work in this direction is underway, the owners will have the opportunity to choose the appearance of their houses.

Once again I want to note that over the past 4 years we have built 1 million square meters. meters of housing. And in the next five years, we will build 2.3 million square meters of housing, thanks to the Comprehensive Plan.

I will separately dwell on the city's public transport. There were many complaints from the townspeople that the buses were "old", "cold" and "out of repair."

We have carried out work to update the bus fleet. We have purchased 100 new comfortable buses.

Taking into account that 180 buses leave the city on routes, we have simultaneously renewed 60% of the bus fleet.

We have also introduced an electronic ticketing system, passengers pay for travel by card, through the QR code and in a contactless way.

Cashless payments are already showing the first positive results.

According to the digital system, 6.6 million passengers were transported from September to November. Meanwhile, according to the carriers, the same number of trips were carried out for the entire 2020.

As you can see, the difference is significant. We are heading in the right direction.

In general, purposeful work was carried out to switch to non-cash payments.

In the region in October, the share of non-cash payments was 62%. Two years ago, this figure barely exceeded 17%.

We allocate more than half of the budget to the development of the social sphere.

Quality education is the key to the competitiveness of our youth.

The education of the region has received a good "impetus" in recent years. For three years more than anyone else in the country we have been spending funds on the renovation of educational institutions.

The renovation process has already affected 64% of schools in the region.

One of the landmark events of the outgoing year is the successful negotiations with the University of Arizona on cooperation with our regional university.

This will open up new opportunities for the younger generation of the region.

We are already preparing the basis for such a strategic partnership.

We are completing the construction of the educational and laboratory building. As a result, students will have all the conditions and necessary equipment of an international level for conducting experiments and scientific research.

We are systematically working on student placement.

Next year we will begin construction of two dormitories for 1,200 beds. This will be the first modern dormitory in our city.

In addition, we plan to build 15 new schools by 2026. Thanks to this, we will reduce the workload of schools and solve the problem of three-shift education.

It was a very difficult year for the healthcare sector. Due to the unstable situation in the incidence of COVID, the region moved into the "yellow", then into the "red" zone.

Together we were able to overcome the resistance of antivaxers, mistrust and doubts of some. In the end, common sense won out.

Thanks to the efforts made by the state and mutual cooperation with the population, we have covered 73.3% of the region's residents subject to immunization with vaccinations.

The health of the nation is a top priority.

Despite the fact that the coronavirus pandemic remains the main global challenge over the past two years, work is underway to improve the quality of medical services in all areas.

Medical equipment is being updated.

This year, we purchased 128 units of medical equipment for district medical organizations and city clinics.

Among them - MRI, X-ray machines, ultrasound of an expert class, dental units, electrocardiographs.

I want to give examples.

Due to the purchase of the sixth computed tomograph this year, the availability of computed diagnostics has increased by 12%. The survey passed 25 thousand people, which is 3 thousand more than last year.

A genetic laboratory has been opened on the basis of the regional perinatal center. This is one of the most modern methods based on the use of DNA probes to diagnose chromosomal abnormalities and genetic mutations.

Earlier, to undergo this type of examination, residents of our region were forced to travel to Nur-Sultan. Now this service is provided in our area. There are many such examples.

Construction of a multidisciplinary hospital continues. It will be equipped with the latest advances in science and technology.

In addition to the construction of a polyclinic in the Bereke microdistrict, construction of a polyclinic in the Zhas Orken microdistrict began this year.

New healthcare facilities will appear in rural areas as well. By 2026, 47 medical facilities will be built.

We develop mass and children's sports. For this, we continue to improve the sports infrastructure.

This year, we have increased the number of functioning sports facilities by 42 facilities.

Among them there are 2 sports and recreation complexes, 4 indoor hockey courts, 21 mini-football fields, etc.

The construction of 5 sports and recreation complexes continues.

Next year we will start construction of 6 ice hockey courts.

New sports facilities provide an incentive for athletes to achieve even greater results.

Our sports clubs serve as a striking example.

The Barys basketball club became the champion of the Higher League, the Kuanysh and Yesil volleyball clubs won bronze medals in the National League.

Kuanysh also won bronze medals in the Kazakhstan Cup for the first time in history.

The Kyzyl-Zhar football club, for the first time in 20 years, finished the season in 4th place, which gave the right to participate in European competitions next season.

In total, this year athletes from our region took part in 300 republican and international competitions, where they won about 1.5 thousand medals of various degrees.

We are increasing the number of children involved in sports.

On behalf of the President, within the framework of the state sports order, over 3 thousand children are engaged in sections free of charge.

Each of the 3 thousand families will save their family budget, at least from 10 to 20 thousand tenge per month. And for families with several children, this amount is even more tangible.

The plans for the next year to begin construction of a new modern Sports Palace for 3 thousand seats, which meets all international standards.

Our region should become the center of international sports competitions.

This will be an additional motivation for our athletes and will have an impact on the development of sports tourism.

We also plan to reconstruct the Karasay stadium.
