Dear deputies!
Traditionally, I will report to you on the work being done in the region. According to the results of 7 months, growth is observed in key sectors of the economy.
***
We have been living in quarantine mode for one year and a half. The measures taken by the state to support business are yielding results. Despite the coronavirus pandemic, the region's economy is developing. In the covid period, we managed not only to maintain our positions in terms of incomes of the population, but also to increase them.
For the first half of the year, the salary fund in the region reached 116 billion, compared to the same period last year it grew by 18%. Contributions to the pension fund (over 6 months) increased by 19%. The average monthly salary in the region (for 6 months) increased by 18%.
Tax revenues to the local budget are growing annually. For comparison: tax revenues increased by 1.6 times, from 38 billion in 2016 to 63 billion tenge in 2021.
Since the beginning of the year, 9 thousand new jobs have been created, we will bring up to 12 thousand by the end of the year.
Compared to last year, the regional budget was increased by 25%, from 323 billion tenge to 406 billion tenge. In general, over 5 years, our region will receive significant support – 500 billion tenge.
We will allocate large funds to renovate 300 villages in our region. This year, about 17 billion tenge was allocated for the modernization of 115 villages.
In these villages, the repairs of 41 educational institutions, 5 health care facilities, 168 km of intra-village roads and 174 km of water supply networks are being completed.
Agriculture is developing steadily, despite the peculiarities of the current year.
World countries are faced with severe drought, crop forecasts are declining.
Our agrarians are already rebuilding themselves to meet new challenges and difficult conditions in the field of agriculture.
Despite the dry weather, you can get a good harvest thanks to three basic principles: mechanization, fertilization and varietal renewal.
The effectiveness of mineral fertilization is obvious. This allows us to increase the yield up to 3 to 4 centners per hectare, with the cost of purchasing fertilizers, the revenue will be increased 4 times annually, that is, for one tenge invested in mineral fertilizers, we get 4 tenge of income.
To avoid losses, our farmers need to sow and harvest as soon as possible. This is possible only with high-performance seeding complexes and harvesters.
Modern seeding complexes per shift are capable of sowing up to 90 hectares, while the capacity of outdated seeders reaches only 30 hectares per shift. Modern harvesters per shift can harvest on an area of 80 hectares, and old harvesters could cover only 20 hectares, that is, their productivity is 4 times lower.
In high-performance harvesters, yield losses are 3 times lower than that of old analogues (modern ones – 1%, old ones – 3%).
The sowing campaign involves 12.8 thousand tractors, of which 42% are highly productive (5.4 thousand units). 3.8 thousand modern combines are used for harvesting, which is 53% of the total (7.1 thousand units). Progressive work is underway to update the machinery. The pace is increasing. In 2017, 1.9% of equipment was updated, in 2018 – 2.7%, in 2019 – 3.1%, in 2020 – 4.2%.
We will increase this figure to 6% per year with the opening of a new Claas agricultural machinery plant. Thanks to this, our farmers will receive cheaper machinery and the fleet of obsolete agricultural machinery will be updated, which will have a positive effect on labor productivity and harvest.
This year, the issue of providing fodder is acute. In the region, the demand for hay is 850 thousand tons. To date, almost all organized farms have prepared enough hay.
To provide fodder, more than 1,000 fodder harvesting brigades have been organized.
The region includes all reserves for the procurement of fodder from the lands of the forest fund.
Due to drought, farmers may not receive part of the harvest, but this can be compensated for by a good price.
For example, compared to last year, wheat has risen in price from 83 thousand tenge to 103 thousand tenge. Oil seed rape cost 150 thousand, it costs 180 thousand tenge now. Last year, 180 thousand were sold per ton of flax, the price has risen to 250 thousand tenge now.
This confirms that we have chosen the right way to diversify the agricultural sector, which gives a good economic effect.
About 1 million hectares are sown annually, this is one third of all areas in the republic.
This year, the plantings of sunflower have been increased 2.7 times. In addition, the area of buckwheat has increased 2.4 times.
The volumes for grain storage are also increasing due to the commissioning of new facilities in the region. Now, the construction of 8 granaries and a plant for the production of seeds of agricultural crops is underway in the region. Agrarians are investing in these projects in the amount of 6.6 billion tenge.
In June of this year, the construction of a new oil extraction plant with a capacity of 370 thousand tons began. The region will attract 15 billion tenge of investments. It is planned to create over 200 permanent jobs.
With a full load of (all) oil factories, we will process up to 90% of the oilseeds produced in the region. The enterprise will also receive a high-protein feed additive, cake and meal.
Our region is among the leading positions in the country's dairy industry. Over the past 3 years, 32 industrial dairy complexes have been commissioned in Kazakhstan.
Of these, only 12 dairy farms have been opened in North Kazakhstan region. That is, every third farm is built in our region.
This year, 29 industrial dairy farms will be built across the republic, and 16 complexes are being built in our region alone. We will launch 10 dairy farms by the end of the year.
These are the following complexes: “Ademi Astyk” LLP, “Borisfen” and “Nord Story” in Aiyrtau district, “Yebzhanov and Co” in Yesil, “Poludinskoye” in Zhumabayev district, “Astyk Privolnoye” and “Vosvyshenka SK” in Musrepov district, “Peterfeld Agro" in Kyzylzhar, "Ishimskiy Agro" in Timiryazevo, "ZHA Group Ltd" in Shal akyn district.
We are also developing the meat industry. We plan to increase meat production from 60 thousand to 100 thousand tons, by 1.6 times. To achieve this goal, the construction of two feed yards for 13 thousand heads is underway.
Construction of 2 poultry farms is underway, which will produce 6 thousand tons of broiler meat per year. Thus, we will completely cover the region's need for poultry meat.
Last year, our region produced almost 600 thousand tons of milk. More than half of the milk was sent for processing.
Dairy factories "Maslodel" and "Eurasian Milk" will allocate 15 billion tenge to modernize production and launch modern lines.
In August, “Maslodel” has launched new lines for the production of milk, fermented milk products and sour cream. The capacity of the enterprise has increased from 87 to 119 thousand tons of raw materials processing per year. Additionally, 85 jobs were created.
"Eurasian Milk" is already producing butter and sour cream, the production of hard cheeses up to 2.5 thousand tons per year is being set up, which will fully provide our region with this product.
In general, the modernization of enterprises will increase the share of milk processing from 53% to 57%.
Our region has become a center of attraction for investments in the agricultural sector.
The region is a leader in the country in attracting investment in agriculture.
For 7 months of this year, 386 billion tenge of investments have been directed to the agricultural sector in Kazakhstan. The share of our region is 92 billion tenge or 25%.
Industry. We continue the systematic transition to an agrarian-industrial economy.
During the period of implementation of the industrialization program, 80 projects were introduced in the region, which produced goods worth 500 billion tenge, about 4 thousand new jobs were created, the volume of investments amounted to more than 80 billion tenge.
Thus, for 1 tenge of allocated investments, about 6.5 tenge of income was received.
The opening of promising industries changes the attitude towards blue-collar occupations, new specialties appear. Industrialization will inevitably lead to urbanization.
In the context of modernization, we expect an increase in labor productivity, expansion of products range, and optimization of production processes.
For 7 months, the volume of production in industry increased by 34 billion tenge and amounted to 192 billion tenge. The manufacturing sector accounts for 75%.
This year, we expect to bring the volume of industrial production to 360 billion tenge.
At the same time, the main emphasis is placed on the implementation of promising investment projects.
As you know, at the beginning of this year, we launched a plant for the production of film faced plywood, a factory for the production of soft containers, a plant for isothermal thermocars.
It is planned to produce 150 cars by the end of the year. This car is in good demand – orders come from Russia and other regions of our country. “Cool Infinity” has mastered a new type of product. A prototype of an autonomous refrigerator car was produced.
“ZIKSTO” plant is fulfilling an order for “Kazakhstan Temir Zholy” for the assembly of 2 thousand flat cars, which will make it possible to renew the car fleet of the country by 25%.
In the regional center, a paper mill is being built by “Raduga” company. Currently, construction work is underway to reconstruct the building. The factory will produce 5 thousand tons of products per year, which are now imported from outside.
In autumn, we will launch a new brick factory, which will provide developers with local building materials. The investor has completed 60% of the work, construction work and equipment installation are in progress.
In general, within the framework of the comprehensive plan until 2025, 10 new industrial enterprises will appear.
As you remember, at the end of 2019, a special economic zone "Kyzylzhar" was created. During this time, many meetings with investors have been held. Today, 3 large investment projects are being implemented in the special zone.
One of these days it is planned to launch an electrotechnical plant. The building is completely finished. The equipment is being installed. It is planned to employ 300 people. The products will be exported to the Russian Federation and the Far Eastern regions.
As I said above, the transnational company CLAAS is planning to open a plant in the near future.
Russian investors also entered the special economic zone. Thus, the Moscow company "Velpharm" is planning to build a plant for the production of pharmaceuticals in Petropavlovsk. The volume of investments will amount to 15 billion tenge.
In the region, investors are planning to build another plant for paper products made from straw. The other day we held a meeting with investors. The project is very promising. Implementation is also planned on the territory of “Kyzylzhar” FEZ.
In general, a pool of 75 projects with an investment volume of 1.8 trillion tenge has been formed in the region, which is a real reserve for economic growth.
It should be noted that the region consistently provides positive dynamics of indicators for attracting investments.
Following the results of 7 months, in terms of the rate of attracting investments, the region took the second place among the regions of the country and in third place in attracting private investment.
*Infrastructure*
Work on road repairs continues. This year, 813 kilometers of roads will be repaired, including 44 rural roads.
The share of good roads after the completion of all repairs is 74%.
Thanks to the comprehensive plan, we will increase this figure to 98%. By 2025, 5,000 km of roads will be repaired. Half of the villages in the region are located along these roads, with a population of 250 thousand people.
Serious financial investments go to the water supply sector. More than 11 billion tenge were allocated, this is 2 times more than the amount of 2020. The quality of drinking water will be improved in 49 settlements. More than 3 thousand families will have the opportunity to connect water to their homes.
The second stage of the Presnovsky group water supply system was launched, connecting 18 villages. By the end of the year, it is planned to launch the first stage of the Presnovsky water pipeline (stage 1).
By the end of the year, we will provide 83.5% of the rural population with quality drinking water.
Within the framework of the comprehensive plan, we will cover 78 settlements in 5 years and bring the water supply to the villagers up to 100%.
We have gained a good pace in the construction of new housing. This year, 27 billion tenge was directed to the construction sector against 18 billion tenge in 2020.
This will allow us to build 3.5 thousand apartments. Over 12 thousand residents of the region will celebrate a housewarming. In 2021, we will commission 30 high-rise buildings.
Now, 51 apartment buildings are being built in the region, of which 22 are private developers.
Development of microdistricts “Zhas Orken”, “Bereke” and along Ualikhanov Street continues. Next in line are "Kopay" and "Naberezhny".
In “Zhas Orken” microdistrict, 12 budget houses with 1.3 thousand apartments are currently being built. We will start construction of 6 more high-rise buildings.
The contour of the new microdistrict also looms along Ualikhanov Street. A promising area, a new school will open soon, a kindergarten has been designed, 7 budget houses with 558 apartments are under construction.
“Bereke” microdistrict is expanding. We are building 8 high-rise buildings, the waiting list has already moved into two houses. There are plans to build 2 more houses.
In recent years, construction of commercial housing has intensified in the region. More and more private companies come to us with their capital.
In Petropavlovsk, we must use new architectural solutions. Modern commercial buildings will appear in different parts of the city, I would like to present you some projects.
In the spring, construction of two 18-storey commercial buildings began at the intersection of Astana and Internatsionalnaya streets. A modern residential complex will appear on the site of the old market, which will become the starting point for the development and renovation of this microdistrict.
One of the main developers in the country, “Basis A”, enters Petropavlovsk with its investments. The construction company from Almaty plans to build multi-storey buildings in “Naberezhny” microdistrict.
The construction of a residential complex is planned in Petropavlovsk. Interesting architecture, we need more such commercial projects.
“Stroykompaniya” began to build an apartment building at the intersection of Constitution and Vasiliev streets.
The Turkish company “YDA” presented a project for the construction of 3 high-rise buildings. This is an interesting project, modern commercial buildings will beautify our city.
The new renovation program makes it possible to attract investors and carry out joint demolition of dilapidated housing.
In total, over 1.6 thousand dilapidated private houses were demolished in the city. 4.8 thousand people have improved their living conditions. By the end of the year, we will demolish another 300 old houses.
You also need to create all conditions and stimulate citizens to build their own homes.
Individual housing construction is one of the most effective mechanisms for solving a pressing issue. We are now supplying all the necessary infrastructure in “Solnechny-2” and “Yuzhny” microdistricts. These are plumbing, roads and power grids. More than 3 thousand finished land plots will receive the waiting list for individual housing construction. The city akimat needs to ensure a transparent distribution of land plots.
In general, for the first half of the year, the volume of construction work exceeded 23 billion tenge and increased by a third compared to last year.
As part of a comprehensive plan, we plan to build 2.3 million square meters of housing in 5 years. These are over 21 thousand apartments.
