Responsible handling of animals

Everyone knows that on the initiative of the deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, a draft Law "On the Responsible Treatment of Animals" has been developed and is being discussed. During the discussion, the draft Law underwent changes.

Within the framework of the draft Law, the existing concepts of "cruelty to animals", "wild, domestic, stray and stray animals", "fighting animals", "a rehabilitation center for animals, including wild and domestic", "trapping service", " animal shelter "and others, there are provisions for the protection of animals from cruelty, the prohibition of the propaganda of cruel treatment, requirements for the maintenance, transportation, breeding, registration, and killing of animals. Requirements have been established for the provision of veterinary services, for use in cultural and entertainment, entertainment, demonstration purposes, for the treatment of experimental, wild, service, domestic, neglected and stray animals.

Amendments to the Criminal Code are envisaged. These amendments are aimed at increasing criminal liability for cruelty to animals, namely to increase the fine from 120 to 1000 MCI, the term of community service from 120 to 400 hours, the term of arrest from 30 days to one year, provide for the deprivation of the right to hold certain positions or engage in certain activities for a period of one to two years or without. Also, it is proposed to transfer this offense to the category of crimes of average gravity.

In addition, it was proposed to amend the Code of Administrative Offenses in connection with the need to establish responsibility in the field of treatment of animals in order to protect them, ensure the safety, rights and other legitimate interests of citizens when handling animals, as well as strengthen morality and adherence to the principles of humanity in society. … The draft Law provides for the construction and maintenance of animal shelters.

In general, these norms will create a legislative basis for the formation of a humane attitude towards animals in society.
