Republican public Association " Zhas Ulan", unified children’s and youth organization "Zhas Kyran" — a mass public organization of schoolchildren of the Republic of Kazakhstan, created on the initiative of the of the first President N.A. Nazarbayev.

Zhas Ulan has a two-level membership system. "Zhas Ulan "is a group of students aged 11 to 16 years, "Zhas Kyran" is a group of students aged 6 to 10 years who are willing to become members of the younger generation, who recognize and strictly comply with the Charter of "Zhas Ulan", who are ready to contribute to the development of "Zhas Ulan".

The aim of the "Zhas Ulan" and "Zhas Kyran": education of the younger generation as patriots of the Motherland on the basis of love and loyalty to the Kazakh people, culture, traditions of tolerance and peacemaking, a persistent desire for education, self-improvement, harmony of life with a high sense of responsibility and belonging to the history of the Motherland, the present and future of independent Kazakhstan.

To date, there are more than 1,500 boys and girls in 36 secondary education organizations in Petropavlovsk, young patriots of independent Kazakhstan are included in the Republican public Association "Zhas Ulan" and "unified children’s and youth organization "Zhas Kyran".
