Based on the order of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region dated April 29, 2024 No. 10-r "On conducting an internal analysis of corruption risks in the activities of the KSU "Office of the Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region"
Internal analysis of corruption risks was conducted from May 6, 2024 to June 14, 2024.
The internal analysis covers the period of work of the KSU "Office of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region" from September 4, 2023 to May 4, 2024.
The internal analysis of corruption risks was carried out in accordance with the Standard Rules for Conducting Internal Analysis of Corruption Risks, approved by Order No. 12 of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016, by a working group consisting of: chief clerical officer Evgeniya Vladimirovna Ofitserova, Chairman of the Public Council Tatyana Anatolyevna Katashova.

Identification of corruption risks in legal acts, internal documents affecting the activities of the KSU "Office of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region"
The number of identified risks in legal acts is 0 (units), in internal documents 0 (units).
KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region" (hereinafter the Office of the akim of the rural district) was created by the decision of the akim of the Gabit Musrepov district of the North Kazakhstan region dated December 10, 2002 No. 56.
KSU "Office of Akim of the Chervonny rural district of the North Kazakhstan region" carries out its activities in accordance with the Constitution of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as the Regulations on the municipal state institution "Office of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region.
During the analysis, the working group studied the Regulations and legal acts/internal documents regulating the activities of the KSU "Office of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region", including 1 regulation and 5 job descriptions. According to the results of an internal analysis, no factors contributing to the commission of corruption offenses have been identified.
The list of analyzed legal acts and internal documents is indicated in the appendix of this analysis.
Identification of corruption risks in the organizational and managerial activities of the KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region"
The number of identified risks associated with personnel management is 0 (units).
The number of employees of the akim's office of the Chervonny rural district for 2024 in the state is 7, the number of people actually working is 5, there is one open vacancy (for the period of maternity leave) for the position of chief accounting and tax specialist.
The turnover rate for the analyzed period (from September 4, 2023 to May 4, 2024) is 0 people.
Including the turnover of personnel from September 4, 2023 to May 4, 2024:

From September 4, 2023 to May 4, 2024, no facts of corruption offenses were recorded in the activities of the KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region".
Regarding the application of the practice of incentives, orders on awarding employees for such a holiday as December 16 – Independence Day of the Republic of Kazakhstan for a total amount of 468907 tenge, Nauryz meirams for a total amount of 139539 were studied, and bonuses were provided to administrative civil servants of corps "B" based on the results of an assessment of the activities of administrative civil servants for 2023 for a total amount of 1 102 332. The amount of the bonus, fixed in an equal amount for all employees to be paid bonuses, amounted to 1,710,778 tenge.
All employees of the office of the akim of the rural district meet the qualification requirements for their position. During the study period, all employees complied with the deadlines and the procedure for completing training and advanced training.
From September 4, 2023 to May 4, 2024, disciplinary penalties were not imposed on employees of the KSU "Office of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region".
During the analyzed period, there were no facts of violations of labor discipline and violations of restrictions related to staying in public service. The facts of hiring persons who have previously committed corruption offenses, criminal offenses, and facts of conflict of interest have not been revealed.
Every year, civil servants provide income information to the Department of State Revenue of the Gabit Musrepov district of the North Kazakhstan region.
The monitoring of publications in the media of negative materials against civil servants of the office of the akim of the rural district is conducted on an ongoing basis, during the period under study there are no negative materials, statements addressed to the office of the akim of the rural district and its employees.
2.Conflict of interest

Chervonny rural district provides 6 types of public services:
In order to ensure accessibility and awareness of the population on the provision of public services, a stand with visual information is placed in the lobby of the office of the akim of the rural district.
According to the schedule of work of local executive bodies in the field of public services, information and explanatory work with the population on obtaining public services and the rules for obtaining them are published on the social network Facebook, Internet confirmations on public services are conducted according to the schedule.
During the analysis by the working group, no violations were detected.
During the analyzed period, there were no complaints about the provision of public services.
The number of identified risks associated with the implementation of permissive functions is 1 (units).
The number of identified risks associated with the implementation of licensing functions is 0 (units) Over the past period, the akim of the district has made 14 decisions: on granting the right of temporary paid land use (lease) for a land plot for a period of 15 years -2, on granting the right of private ownership to a land plot – 5, on changing the purpose of the land plot – 1, on termination of the right of private ownership of a land plot – 3, on granting the right of common joint private property – 2, on changing the boundaries and area of the land plot – 1.
When analyzing citizens' statements and attached documents:
- there were no grounds for refusal, no procedures for appealing against the decisions taken:
-no legal conflicts in the regulatory legal framework were revealed:
-discretionary powers and administrative barriers in issuing permits (decisions on granting land use rights) – were not revealed.
During the internal analysis of corruption risks in the Office, a violation was revealed in the form of improper storage of forms, prescriptions, as well as receipts for collecting taxes on property, vehicles and land tax paid by an individual taxpayer, according to the Order of the Minister of Internal Affairs of the Republic of Kazakhstan dated August 26, 2011 No. 442 "On approval of the Instruction on the procedure for receiving, accounting, storing, and spending forms of strict reporting of passports and identity cards of a citizen of the Republic of Kazakhstan, forms, and temporary identity cards, certificates of a resident of the border zone, certificates of a stateless person, residence permits of a foreigner in the Republic of Kazakhstan". Strict reporting forms should be stored in metal cabinets (safes) in separate rooms (storerooms). The premises must be dry, insulated with reliable locks (windows are protected by bars) and equipped with an alarm system.
Recommendations: Provide for the allocation of funds for the purchase of a metal cabinet (safe).
5.Implementation of control functions

Public procurement
From September 4, 2023 to May 4, 2024, no facts of corruption offenses were recorded in the activities of the KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region".
An analysis of public procurement conducted by the office of the akim of the rural district was carried out. The office of the akim of the rural district develops and approves an annual public procurement plan in the manner and form determined by the rules of public procurement.
From September 4, 2023 to May 4, 2024, 27 contracts were concluded, 7 of them by direct conclusion from one source, 10 by request for price proposals, 7 from one source for failed purchases, an electronic store – 1, the second stage of the competition using a framework agreement - 2.
Public procurement is carried out in accordance with the approved plan, through the web portal and public procurement contracts, certified by an electronic digital signature through the web portal of public procurement. According to the conducted public procurement during the analyzed period, the restrictions related to participation in public procurement established by Article 6 of the Law of the Republic of Kazakhstan "On Public Procurement" were observed.
All public procurement contracts have been studied. The analysis of concluded contracts was carried out to determine whether suppliers are close relatives, spouse or relatives of the head of the state body, as a result of internal analysis, no facts of participation in public procurement of potential suppliers of close relatives, spouses or relatives of the head of the state body were revealed. Contracts with suppliers of goods, works and services are concluded in a timely manner. It is not allowed to purchase goods, works and services that are not provided for in the approved annual public procurement plan.
Public procurement is carried out according to the principle of optimal and efficient spending of money used for public procurement, transparency and transparency of the public procurement process.

The development of information systems by the akim's office is not carried out. The activities of the akim's office are carried out in the following information systems: State Register, e-Otinish, E-license. The organization and automation of work with electronic documents is carried out through the electronic document management system (EDS). Maintenance of the systems used is carried out by JSC "NIT", the Company "Integro". Work in E-license systems, ODO is carried out through a dedicated line, which, due to technical limitations, is connected to only one computer. Due to the fact that work in these systems involves the use of electronic digital signatures. Using these systems on only one computer increases the risk of using the private key of an electronic digital signature by third parties.
The number of identified risks associated with the implementation of other issues arising from organizational and managerial activities is 0 (units).
The organizational and managerial activities of the KSU "Apparatus of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region" include:
1) organization of anti-corruption work
2) consideration of appeals from individuals and legal entities.
Organization of anti-corruption and anti-crime work
KSU "Office of Akim of the Chervonny rural district" on a regular basis publishes memos on combating corruption and offenses on the social network Facebook. An employee of the akim's office is working to clarify the Law "On Combating Corruption"
In the KSU "Akim's Office of the Chervonny Rural District" according to the plan, an internal analysis of corruption risks is being conducted. Analytical reports are posted on the official Internet resource in the sections "News" and "Anti-corruption".
The issues of compliance with legislation in the field of public procurement are under constant control of the akim of the district.
On a regular basis, citizens are trained to receive electronic public services using the self-service sector "Connection Point".
Monitoring and control over the timely and high-quality consideration of appeals from individuals and legal entities, compliance with deadlines for their execution, including those received at a personal reception of citizens.
Information about the work done is posted on Faceebok social networks, as well as on the official Internet resource.
Appeals from individuals and legal entities
As a result of an internal analysis of the activities of the Office for the Consideration of appeals from individuals and legal entities, it was found that the consideration of appeals from individuals and legal entities is conducted in a timely manner, the deadlines established by the Administrative Procedural Code of the Republic of Kazakhstan are observed. There were no appeals on the facts of corruption offenses committed by the staff of the akim's office.
From September 4, 2023 to May 4, 2024, the office of the akim of the rural district received 5 appeals, including 9 from individuals and 0 from legal entities.
On the website of the office of the akim of the rural district chervonny-gm.sko.gov.kz there is a schedule for the admission of individuals and legal entities.
In the office of the akim of the rural district, the schedule of reception of citizens and the text of the Administrative Procedural Code of the Republic of Kazakhstan are available for public viewing.
A box has been installed "On proposals for the activities of the KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region".
The analysis of citizens' appeals during the study period shows that there are no appeals related to corruption.
