Based on the order of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region dated September 1, 2023 No. 26-r "On conducting an internal analysis of corruption risks in the activities of the KSU "Office of the Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region"
Internal analysis of corruption risks was conducted from September 6, 2023 to October 6, 2022.
The internal analysis covers the period of work of the KSU "Office of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region" from October 3, 2022 to September 5, 2023.
Internal analysis of corruption risks was carried out in accordance with the Standard Rules for Conducting Internal Analysis of Corruption Risks, approved by Order No. 12 of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016, by a working group consisting of: Chief Accounting and Tax Specialist Victoria Nikolaevna Shihabudinova, Chairman of the Veterans Council Buglaeva Rosa Maskavievna and Chief Office management specialist Evgeniya Vladimirovna Ofitserova.
The internal analysis of corruption risks was carried out in the following areas:

The descriptive part:
Identification of corruption risks in legal acts, internal documents affecting the activities of the KSU "Office of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region"
The number of identified risks in legal acts is 0 (units), in internal documents 0 (units).
KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region" (hereinafter the Office of the akim of the rural district) was created by the decision of the akim of the Gabit Musrepov district of the North Kazakhstan region dated December 10, 2002 No. 56.
KSU "Office of Akim of the Chervonny rural district of the North Kazakhstan region" carries out its activities in accordance with the Constitution of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as the Regulations on the municipal state institution "Office of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region.
During the analysis, the working group studied the Regulations and legal acts/internal documents regulating the activities of the KSU "Office of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region", including 1 regulation and 5 job descriptions. According to the results of an internal analysis, no factors contributing to the commission of corruption offenses have been identified.
The list of analyzed legal acts and internal documents is indicated in the appendix of this analysis.
Identification of corruption risks in the organizational and managerial activities of the KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region"
The number of identified risks associated with personnel management is 0 (units).
The number of employees of the akim of the Chervonny rural district for 2023 in the state is 7, the number of actually working 5 people, there is one open vacancy for the position of a leading specialist in notary and human resources.
The turnover rate for the analyzed period (from October 3, 2022 to September 5, 2023) is 1 person.

From October 3, 2022 to September 5, 2023, no facts of corruption offenses were recorded in the activities of the KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region".
Regarding the application of the practice of incentives, orders on awarding employees for such a holiday as December 16 – Independence Day of the Republic of Kazakhstan for a total of 228,700 tenge, March 8 International Women's Day for a total of 70,400 tenge, Nauryz meiramy for a total of 70,400, June 23 Civil Servant's Day, three people were awarded in the amount of 318,860 tenge, as well as It was provided for the payment of bonuses to administrative civil servants of corps "B" based on the results of the assessment of the activities of administrative civil servants for 2022 in the total amount of 1,383,205. During the study, it was found that 2 specialists and the akim were under disciplinary punishment at the time of the award, and were not subject to payment of the award. The amount of the bonus, fixed in an equal amount for all employees to be paid bonuses, amounted to 2,071,565 tenge.
All employees of the office of the akim of the rural district meet the qualification requirements for their position. During the study period, all employees complied with the deadlines and procedures for training and advanced training.
From October 3, 2022 to September 5, 2023, disciplinary penalties were imposed on 2 specialists and the akim of the KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region", chief clerical officer Evgenia Vladimirovna Officer, order dated February 24, 2023, chief accounting and tax specialist Victoria Nikolaevna Shihabudinova, order on February 27, 2023, Akim Kenzhebekov Askhat Belgibayevich.
During the analyzed period, there were no facts of violations of labor discipline and violations of restrictions related to staying in public service. The facts of hiring persons who have previously committed corruption offenses, criminal offenses, and facts of conflict of interest have not been revealed.
Every year, civil servants provide information on income to the Department of State Revenue of the Gabit Musrepov district of the North Kazakhstan region.
The monitoring of publications in the media of negative materials regarding civil servants of the office of the akim of the rural district is conducted on an ongoing basis, during the period under study there are no negative materials, statements addressed to the office of the akim of the rural district and its employees.
2.Conflict of interest

Public procurement
From October 3, 2022 to September 5, 2023, no facts of corruption offenses were recorded in the activities of the KSU "Office of the akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region".
An analysis of public procurement conducted by the office of the akim of the rural district was carried out. The office of the akim of the rural district develops and approves an annual public procurement plan in the manner and form determined by the rules of public procurement.

Contracts with suppliers of goods, works and services are concluded in a timely manner.
A corruption risk has been identified in the field of public procurement, namely the conclusion of contracts from a single source, which may lead to the possibility of giving preference to the supplier.
Recommendation: reduce the possibility of concluding contracts from a single source.
The number of identified risks associated with the development and operation of information systems is 1 (units).
The development of information systems by the akim's office is not carried out. The activities of the akim's office are carried out in the following information systems: State Register, e-Otinish, Elicense. The organization and automation of work with electronic documents is carried out through the electronic document management system (EDMS). Maintenance of the systems used is carried out by JSC "NIT", the Company "Integro". Work in E-license and EDS systems is carried out through a dedicated line, which, due to technical limitations, is connected to only one computer. Due to the fact that work in these systems involves the use of electronic digital signatures. Using these systems on only one computer increases the risk of using the private key of an electronic digital signature by third parties.
Recommendations:
Send a proposal to the authorized body on the possibility of information systems operation: E-license, GARDEN via an accessible Internet connection line so that every employee of the akim's office has access to these information systems.
The number of identified risks associated with the implementation of other issues arising from organizational and managerial activities is 0 (units).
The organizational and managerial activities of the KSU "Apparatus of Akim of the Chervonny rural district of the Gabit Musrepov district of the North Kazakhstan region" include:
1) organization of anti-corruption work
2) consideration of appeals from individuals and legal entities.
Organization of anti-corruption and anti-crime work
KSU "Office of Akim of the Chervonny rural district" on a regular basis publishes memos on combating corruption and offenses on the social network Facebook. An employee of the akim's office is working to clarify the Law "On Combating Corruption"

Monitoring and control over the timely and high-quality consideration of appeals from individuals and legal entities, compliance with deadlines for their execution, including those received at a personal reception of citizens.
Information about the work done is posted on Faceebok social networks, as well as on the official Internet resource.
Appeals from individuals and legal entities
The work on the appeals of individuals and legal entities is under constant control. The deadlines for consideration are being met, there are no overdue applications.
A single platform for receiving and processing all citizens' appeals e-otinish has been installed in the office of the akim of the Chervonny rural district.
All received requests are registered in the register of requests of individuals. In addition, there is a log of registration of appeals from legal entities.
The akim of the rural district, according to the reception schedule, constantly conducts the reception of citizens. An order is issued quarterly to approve the schedule of admission of citizens.
From October 3, 2022 to September 5, 2023, the office of the akim of the rural district received 5 appeals, including 5 from individuals and 0 from legal entities.

On the website of the office of the akim of the rural district chervonny-gm.sko.gov.kz there is a schedule for the admission of individuals and legal entities.
In the office of the akim of the rural district, the schedule of reception of citizens and the text of the Administrative Procedural Code of the Republic of Kazakhstan are available for public viewing.

The analysis of citizens' appeals during the study period shows that there are no appeals related to corruption.
