Assignment Title: PMU Specialist on equipping educational organizations

The Ministry of Science and Higher Education of the Republic of Kazakhstan (hereinafter - the Ministry) has received financing from the World Bank towards the cost of the Education Modernization Project (Law of the Republic of Kazakhstan as of June 13, 2018 “On ratification of Loan Agreement (further – LA) between the Government of Kazakhstan and International Bank for Reconstruction and Development”) (hereinafter - Project) and is implementing the Project, the objective of which is to improve quality and equity in primary and secondary education, particularly in rural and disadvantaged schools.
The Ministry intends to apply part of the proceeds for consulting services of Project Management Unit (PMU) Specialist on equipping educational organizations.
Scope of Services:
PMU Specialist on equipping educational organizations (here in after - Specialist on equipping) ensures implementation of activities on equipping educational organizations with special equipment under subcomponent 2.3 “Supporting inclusive education”. The Component 2 Specialist is responsible for achieving the main indicators of subcomponents and coordinating activities of hired Consultants/ companies involved in implementation of the activities under the subcomponents 2.1 and 2.3.
Duration of the assignment is until June 30, 2024, with a probation period of three months. Subject to changes and additions to the terms of reference in agreement with the Ministry and the World Bank.
The Ministry of Science and Higher Education of the Republic of Kazakhstan invites individual consultants to indicate their interest in providing the above services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Qualification requirements:
1) Higher technical, pedagogical or social science education - mandatory; having a Master's degree, PhD, a scientific degree of a Candidate or a Doctor of Science is an advantage.
2) At least 5 (five) years of experience in the field of education (preferably education management), experience in procuring and equipping educational and social institutions as well as appropriate technical documents development. Experience in the field of inclusive education, including with children with special educational needs (SEN) is an advantage.
3) Fluency in oral and written Kazakh and Russian languages. Proficiency in English is an advantage.
Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers under IBRD loans and IDA Credits and Grants of January 2011 revised on July 2014 (hereinafter – Consultant Guidelines).
The attention of interested Consultants is drawn to paragraph 1.9 of the Consultant Guidelines, setting forth the World Bank’s policy on conflict of interest.
