Assignment Title: PMU Administrative Assistant-Translator

Reference No. (as per Procurement Plan): KZEMP/PMU-IC-27

The Ministry of Science and Higher Education of the Republic of Kazakhstan (hereinafter - the Ministry) has received financing from the World Bank towards the cost of the Education Modernization Project (Law of the Republic of Kazakhstan as of June 13, 2018 “On ratification of Loan Agreement (further – LA) between the Government of Kazakhstan and International Bank for Reconstruction and Development”) (hereinafter - Project) and is implementing the Project, the objective of which is to improve quality and equity in primary and secondary education, particularly in rural and disadvantaged schools.

The Ministry intends to apply part of the proceeds for consulting services of Project Management Unit (PMU) Administrative Assistant-Translator.

Scope of Services:

The Administrative Assistant - Translator will work as part of the Project Management Unit (Astana city) and provide translation (oral and written) of all documents for the Project, assist the Project Coordinator in planning, organizing and maintaining the office work of the PMU, including assistance in the preparation of project documents, correspondence and logistics for local and international consultants in accordance with the requirements and procedures established in the Loan Agreement, Project Appraisal Document, World Bank Guidelines and Project Operational Manual and the current legislation of the Republic of Kazakhstan.

 

Duration of the assignment is until June 30, 2024, with a probation period of three months. Subject to changes and additions to the terms of reference in agreement with the Ministry and the World Bank.

 

The Ministry of Science and Higher Education of the Republic of Kazakhstan invites individual consultants to indicate their interest in providing the above services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

Qualification requirements:

  1. Higher education in any field of Humanitarian or Technical Sciences. Higher education in the field of Linguistics (the specialty on foreign languages / foreign philology / Translation / English teacher / Translator of foreign language / Foreign language Interpreter or equivalent) will be an advantage;
  2. at least 3 years of professional experience in implementing translation and administrative functions;
  3. high proficiency in oral and written Kazakh, Russian and English languages;
  4. experience in international organizations/ embassies/ diplomatic missions is an advantage.
  5. computer skills at user level (MS Office, Internet Explorer);
  6. good organizational and management skills, effective business communication skills and correspondence, organizational and presentation skills, ability to work in a team and focus on solving problems.

 

 

Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers under IBRD loans and IDA Credits and Grants of January 2011 revised on July 2014 (hereinafter – Consultant Guidelines).

The attention of interested Consultants is drawn to paragraph 1.9 of the Consultant Guidelines, setting forth the World Bank’s policy on conflict of interest.
