Assignment Title: PMU Specialist of subcomponent 1.3 (Higher Education Specialist)

The Ministry Science and Higher Education of the Republic of Kazakhstan (hereinafter - the Ministry) has received financing from the World Bank towards the cost of the Education Modernization Project (Law of the Republic of Kazakhstan as of June 13, 2018 “On ratification of Loan Agreement between the Government of Kazakhstan and International Bank for Reconstruction and Development”) (hereinafter - Project) and is implementing the Project, the objective of which is to improve quality and equity in primary and secondary education, particularly in rural and disadvantaged schools.
The Ministry intends to apply part of the proceeds for consulting services of Project Management Unit (PMU) Specialist of subcomponent 1.3 (Higher Education Specialist).
Scope of Services:
The PMU Higher Education Specialist will work as part of the PMU (Astana). The PMU Higher Education Specialist ensures the implementation of activities and the achievement of the objectives within the subcomponent 1.3 “Pedagogical Education Modernization” of the Project. The PMU Higher Education Specialist is responsible for achieving the main indicators of subcomponent 1.3 and coordinating the activities of hired consultants/ companies involved in the implementation of the activities under this subcomponent.
Within the framework of this subcomponent, it is planned to strengthen the potential of universities implementing educational programs in pedagogical areas by developing a new model of teacher education and equipping them with appropriate educational laboratories and classrooms. Thus, teachers who are prepared to teach under the conditions of the new curriculum of education will come to schools.
Duration of the assignment is until June 30, 2024, with a probation period of three months. Subject to changes and additions to the terms of reference in agreement with the Ministry and the World Bank.
The Ministry Science and Higher Education of the Republic of Kazakhstan invites individual consultants to indicate their interest in providing the above services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Qualification requirements:
Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers under IBRD loans and IDA Credits and Grants of January 2011 revised on July 2014 (hereinafter – Consultant Guidelines).
The attention of interested Consultants is drawn to paragraph 1.9 of the Consultant Guidelines, setting forth the World Bank’s policy on conflict of interest.
