A briefing on the ongoing work in the field of trade and consumer protection was held in Astana

On September 12, 2023, a briefing was held at the press center of the communications service of Astana with the participation of the head of the Department of Trade and Consumer Protection Nurgali Egemberdiyev on the topic «Ongoing work in the field of trade and consumer protection».

The Department, together with the Mayor's Office of the city, regularly conducts measures to ensure food security and price regulation to comply with the 15% trade mark-up for socially significant food products.

The Department is part of the Regional Commission to Investigate intermediary schemes throughout the pricing chain of Socially Significant food products. To date, all the planned 63 meetings have been held, 16 of them visiting and one extended with the participation of the Mayor of Astana.

The main goal of the regional commission is, within its competence and authority, to carry out joint activities to identify unproductive intermediaries with the help of ESF, to check retailers of markets for compliance with cash control discipline, which will clarify the size of their trade allowance and trace the pricing chain.

Also, on an ongoing basis, to carry out explanatory work to trade entities for compliance with a trade surcharge of no more than 15% in order to prevent price increases.

Links of unproductive intermediaries in the movement of goods are mainly found in grocery, meat and dairy products. Resellers buy from wholesale sellers (distributors) and sell to retailers with an excess of the trade mark-up of more than 15%.

Since April, 23 facts of violation of the trade allowance have been revealed, for which administrative cases have been initiated under Article 204-4 of the Administrative Code of the Republic of Kazakhstan and brought to administrative responsibility in the form of a «Warning».

For reference: Article 204-4 of the Administrative Code of the Republic of Kazakhstan «Exceeding by a subject of internal trade the amount of the trade allowance for socially significant food products established by the legislation of the Republic of Kazakhstan on the regulation of trade activities» entails a warning, committed repeatedly during the year entails a fine.

Pursuant to the instructions of Deputy Prime Minister S.M. Zhumangarin, we are coordinating the work on the implementation of the roadmap for the modernization of markets until 2025.

For reference: 3 markets are subject to modernization in Astana (Shanghai market, Altai market, Ulzhan market)  with a total project amount of 29.4 billion

The deadline for completion of modernization is the end of 2025.

Regarding the modernization of specialized trade markets, there are 9 specialized markets in Astana, of which the Alash market is currently the object of a modern trade format, the remaining 8 markets (On-Olzha, TPK Nur, Mereke-Magnet, Etalon, Sharyn, Sapa, Koktal) plan to switch to a modern trade format within 3-5 years.

Also, the specialized market «Sharyn» plans modernization in 2 stages with a completion date in 2024. Now the construction of warehouses with a total area of about 2500 sq.m. has begun.

In accordance with the Rules of Registration in the information system No. 32162 dated March 30, 2023, we are carrying out large-scale work on connecting trading markets to the Smart QR project.

Currently, the «Asem» market is connected to the system. The work on connecting the remaining subjects of trading activity continues.
