On December 01, 2022, a round table was organized in Almaty under the chairmanship of the First Vice-Minister of Trade and Integration of the Republic of Kazakhstan Shakkaliev Arman Abayevich on the issues of conformity assessment of motor vehicles.
The round table was attended by accredited conformity assessment bodies and testing laboratories that assess the compliance of motor vehicles with the safety requirements of the technical Regulations of the Customs Union 018/2011 "On the safety of Wheeled Vehicles", as well as business communities, Associations and heads of territorial and subordinate organizations of the Committee for Technical Regulation and Metrology.
During the round table, issues of conformity assessment of motor vehicles were discussed.
Among the identified problems should be highlighted:
- about illegal schemes of registration of certificates of safety of the vehicle design (without testing and distortion of data on engine volume and year of manufacture).
- about the problems of registration of type approval in the e–window information system, due to a system flaw;
- amendments to the technical regulations that may lead to the absence of a laboratory base for testing new requirements of motor vehicles;
- on the development of the testing base of Kazakhstan to assess the conformity of vehicle types within the framework of the technical Customs Union and the launch of a test autopoligon in Kazakhstan.
"We have seriously taken up the activities of accreditation subjects and work is underway to "clean up" unscrupulous participants in the vehicle conformity assessment market. The test autopoligon should be in our country and it is necessary to form a phased development of this direction with the participation of interested subjects of accreditation and the automotive business of Kazakhstan, who are ready to develop and develop themselves in this direction," said First Vice Minister of Trade and Integration of the Republic of Kazakhstan Arman Shakkaliyev.
As a result of the round table, exhaustive explanations were given, and all proposals received from business entities were taken for consideration for further study.
