REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Country:                                                       Republic of Kazakhstan

Project:                                                          East-West Roads Project

Assignment Title:                                         Almaty Agglomeration Transport Model

Loan No.:                                                      8156-KZ

Reference (as per the Procurement Plan):            KZ EWRP/QCBS-2021/ Transport Model

The Republic of Kazakhstan has received financing from the World Bank toward the cost of the East-West Roads Project, and intends to apply part of the proceeds for consulting services: "Preparation of the Almaty Agglomeration Transport Model".

The objective of the Assignment is to develop a comprehensive transport model for Almaty city and its neighbouring areas, which belong to the Almaty Oblast (region).

With a population of already more than 2 million people, and with a forecast population growth of approximately 1.6%/year for the city of Almaty[1], the adequate planning of infrastructures, analysis of the impacts induced by urban development, and localization of main traffic generators are key elements for sustainable growth. The transport model will then become a fundamental Decision Support System (DSS) to help all the involved entities evaluate alternative scenarios, interpreting the possible impacts and socio-economic-environmental consequences.

The model must include public and private transport modes and be able to estimate, amongst others, the following impacts:

  • impact of increased demand on the transport network;
  • impact of pricing schemes, such as public transport tariffs, fuel price, parking fees, congestion fees, etc, on-demand and modal split;
  • impact of new or improved transport infrastructure and services;
  • impact on air quality due to different scenarios and regulations (such as fuel norms);
  • impact on poverty (distributional impact) of transport-related measures;
  • implications for gender equality;
  • effect of "new technologies" on transportation, such as and not limited to, shared micro-mobility and Mobility As a Service ( MAAS) for both private and public transport;
  • impact on the organization of transportation of goods at the urban level.

The model must include supply-responsive trip distribution and behavioral model for modal split, both calibrated specifically for Almaty Agglomeration.

The proposed team must display strong capacity in the preparation of urban transport models in large agglomerations and in using more than one modelling platform (Bentley's CUBE, Bentley's EMME Caliper's TransCAD, PTV'Visum), including data collection, analysis, model calibration, and scenario testing.

In regards to data collection, the Firm must display strong capacity in the use of data from different sources, in particular with the use and analysis of "big data for transportation" (such as routable networks, GTFS data, Floating Car Data, Mobile phone-based data,…). The proposed team must also demonstrate capabilities in the use of tools for data representation (such as Tableau, PowerBI, Qlik, or similar). The chosen visualization tool will have to guarantee easy understanding and access to the main inputs and outputs of the model, also to non-experts.

Expected Contract Signing:                                   end-March, 2022

Expected Duration of the Assignment:      18 months from the Contract Signing date

The Ministry of Industry and Infrastructural Development (MIID) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • International experience in the field of the Assignment, not less than 10 (ten) years;
  • Specific experience in carrying out similar assignments (nature and size), not less than 3 (three) assignments;
  • Demonstrated capacity of using and analysing "big data for transportation" from different sources (such as routable networks, GTFS data, Floating Car Data, Mobile phone-based data, etc.); demonstrated ability and experience with tools for data representation (such as Tableau, PowerBI, Qlik, or similar);
  • Demonstrated experience in preparing transport models using different modelling platforms available on the marked (Bentley's CUBE, Bentley's EMME Caliper's TransCAD, PTV'Visum);
  • Demonstrated experience in calibrating modal choice models based on Stated-Preference Data.

To facilitate the shortlisting, the Consultants are encouraged to submit Russian translation of their Expressions of Interest.  However, non-submission of such will not affect the shortlisting in any way.

Consultants may submit their Expressions of Interest as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment.  The experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Quality and Cost based Selection (QCBS) method set out in the Consultant Guidelines.
