The ACSA summed up the results of work for the first half of 2023

The Agency for Civil Service Affairs held a working meeting on the results of its activities for the first half of this year.

The meeting was attended by the management and employees of the ACSA, its territorial divisions, the APA under the President of the Republic of Kazakhstan  and the National Center for Civil Service Personnel Management.

Speaking at the meeting, Darkhan Zhazykbayev noted that the main priority of all the initiatives of the ACSA is the implementation of the tasks set by the Head of State on the modernization of the civil service, aimed at the formation of a «hearing», open, fair state apparatus focused on people and their needs.

According to Darkhan Zhazykbayev, continuous work is underway to de-bureaucratize the state apparatus. This year, an analysis of the activities of the financial and trade spheres is being carried out with a special emphasis on the relationship between the state and business.

Within the framework of the focus groups held with the participation of representatives of the business community, territorial departments of the Agency and interested government agencies, accredited organizations, over 1,000 proposals were received on the de-bureaucratization of the state apparatus.

The Agency has carried out comprehensive work to eliminate unnecessary «barriers» when entering the civil service. So, only in the past 4 months, 88 people have been accepted for public service under the new selection system based on «E-kyzmet», while the total number of participating persons amounted to 646 people. Also, within the framework of this direction, the practice of non-competitive appointments for the best graduates of universities and the Academy of Public Administration has been introduced.

The development of human capital is an important vector for the development of public service. AСSA is working to attract professionals from the private sector. As part of the innovations on non-competitive appointment to the highest state duties of the «B» corps, 95 candidates were appointed in 12 regions of the country in coordination with the Agency. According to statistics, every third or 33% of all appointees are specialists from the private or quasi–public sector.

According to D. Zhazykbayev, special attention is paid to creating favorable conditions in the civil service. So, for civil servants who are rotated to another region, rotational payments have been introduced for the purpose of hiring housing, the Rules for the use of flexible schedules and remote work have been approved.

Measures to protect the rights of civil servants were also announced at the meeting. Since this year, the Agency has been monitoring compliance with the working time regime through remote analysis of the SAMS system and visits to government buildings.

Speaking about the issues of quality control of public services, the head of the AСSA noted the practice of proactive monitoring of violations of the rights of service recipients. Since the beginning of the year, the rights of 137 service recipients have been protected by identifying the facts of unjustified refusals and incomplete responses.

As part of summing up the results of the first half of the year, Darkhan Zhazykbayev instructed the heads of territorial divisions to intensify work on de-bureaucratization of business processes in the regions, high-quality implementation of legislative initiatives, prevention of ethical offenses together with Ethics Commissioners.
