In Karaganda region, convicts received an additional term of 3.5 years for serving sentences for staging torture

At the end of 2021, a video about torture in the highest security institution of the DIS in the Karaganda region and Ulytau region was leaked to the media. During the inspection, law enforcement agencies found that the video was staged by convicts.
Shakhtinsk City Court considered a criminal case against a group of convicts who filmed a staged video about the torture of convicts. During the judicial investigation, it was found that the convicts filmed a video of torture in order to destabilize the operational situation in the institution. Thus, it was established that they wanted to achieve the simplification of the established regime of conduct.
In order to realize their goals, the convicts distributed false information and untrue video outside the institution. As a result, publications appeared in social networks and the media that a number of convicts of institution No. 30 were subjected to violence.
The actions of the convicts were exposed as a result of the conducted official examination. The administration of the institution registered this fact in the AEC under Part 3 of Article 428 of the Criminal Code of the Republic of Kazakhstan "disobedience to the legal requirements of the administration of the institution". Subsequently, materials on this case were sent to the Shakhtinsk Police Department.
Within the framework of the considered criminal case, the Shakhtinsk City Court issued a verdict on the recognition of convicted persons guilty under the proposed article. The court issued a decree on the appointment of 3.5 years of imprisonment for each participant. The sentence enters into legal force after 10 days from the date of publication.
