Organization of employment of convicted persons in the Penal correction system

Currently, about 28 thousand convicts are serving their sentences in the institutions of the Kazakh Penal correction system. Of these, 26 thousand are obliged to pay the victims debts for claims totaling more than 1.2 billion tenge.
Despite entering places of deprivation of Liberty, convicts are not deprived of the opportunity to earn money. Thus, 11,699 people are currently employed in UIs institutions, which is 60.2% of the total number of able - bodied people. About 4 thousand people work at UIS enterprises, about 3 thousand are convicted in economic activities, and 5 thousand people work in private enterprises with limited liability partners.
On the territory of the institution there are 241 small and medium-sized businesses, where more than 3 thousand convicts are employed. This means that the amount of salary depends on the amount of work performed. For example, one convicted person can receive from 25 thousand to 80 thousand tenge per month. In economic activity, wages are set – from 30 thousand to 75 thousand tenge.
In accordance with the current legislation, deductions from the convicted person's salary due to the repayment of the claim may not exceed 50% of the Earned amount. Thus, if the minimum wage is 25 thousand tenge, then it will take about 12.5 thousand tenge to cover the claim, and this amount will be 150 thousand tenge per year. Of course, if the damage is large enough, then the Punisher will not be able to compensate for it at the expense of the salary in the institution. In this case, as a rule, claims are compensated voluntarily.
It should be borne in mind that not everyone can file a claim for a large amount, and in general, convicted persons can repay their debt to the victim or the state. They themselves are also interested in this, as the presence of arrears of claims affects the possibility of parole.
Since the beginning of this year, convicts have repaid debts of about 1.2 billion tenge. It should be noted that the opportunity to get a job in the institution is provided to everyone, but only the employer decides which specialist is needed at the enterprise. In order to increase the number of employees, enterprises in UIs institutions have the opportunity to get new professions that are in demand. Training of convicts in low-security institutions is carried out by professional colleges under the Departments of Education. Since the beginning of the 2020-2021 academic year, more than 2 thousand convicts have received education.
