2.5 thousand electronic bracelets were rented by the CUIS for the control of convicts

The head of the Committee of the Penal Enforcement System, Zhanat Eshmagambetov, announced the prospect of considering electronic surveillance tools as an alternative to imprisonment.
In recent years, the Committee of the Penal Enforcement System has been actively working to modernize the domestic system of execution of sentences, including through the introduction of digital innovations.
For the first time, electronic stores for the purchase of permitted goods, terminals for filing complaints and appeals, as well as electronic tracking devices for convicted probation service began to function in Kazakhstan's colonies.
"Electronic monitoring of registered persons is practiced in many developed countries of Western Europe and the USA, including the CIS countries. After studying international experience and applying several types, we chose electronic bracelets. In most countries, electronic tracking devices are used as a substitute for imprisonment, in our case, bracelets are used against convicted probation officers. In the future, I think, the use of electronic bracelets will be considered as an alternative to imprisonment," said the chairman of the CUIS, Zhanat Eshmagambetov.
Convicted persons who systematically violate the conditions of serving their sentences and have several warnings, as well as those convicted of crimes against the sexual integrity of minors, will be subject to electronic supervision.
These persons are restricted in a number of rights, firstly, a person under probation control does not have the right to change his permanent place of residence without written notification of the probation service, he also does not have the right to freedom of movement. Secondly, a number of prohibitions are also established: to visit certain places, to stay at the wrong time of day in specific places.
To track convicts, a system of electronic monitoring tools is used – the so-called electronic bracelets that transmit a radio signal. These transmitters work via GSM/GPRS channel and allow you to track the movement of a person in real time due to the global positioning system.
The system provides an opportunity for a probation officer to establish full electronic control during his sentence and promptly respond to the facts of violation of the conditions of serving his sentence. They allow you to prevent possible risks of committing a repeat crime.
In addition, tablets with the installation of a special program (on average 95% of the total number of convicts) will be used to monitor positively characterized convicts.
The use of an electronic tracking device is formalized by the decision of the head of the probation service in accordance with the restrictions imposed on the convicted person by the court and the Law.
By the way, if the student violates the regime, a signal is immediately received about it. The probation service inspector immediately contacts the convict. If several such violations are recorded, electronic supervision may be replaced by deprivation of liberty.
In general, we rented 2.5 thousand bracelets for all regions of the republic. The service includes sets of bracelets, SIM cards, communication services, software, technical support.
A large number were transferred to large regions such as East Kazakhstan Region, Karaganda, and Kostanay regions.
