The reason for the visit of human rights defenders was the information spreading in social networks about the existence of a basement inside the building of the LA-155/18 Almaty detention center, where detainees are allegedly tortured.
Representatives of civil society made a detour of the administrative task, regime buildings, as well as the basement, which is reassigned for the storage of household and medical equipment, industrial premises, medical unit.
As reported, during the inspection of empty, unattended premises were not revealed.
Once again, the reception of the arrested investigator who took part in mass protests in January of this year took place.
In addition, there were no complaints and statements received in interviews with persons held in the pre-trial detention center, the facts of torture and other degrading treatment have not been established.
Serik Turabayev, a member of the public monitoring commission of the city of Nur-Sultan, noted that representatives of the ONC visit all correctional institutions of Nur-Sultan weekly, every week.
"Our contacts are located in all institutions, according to which convicts or citizens visiting institutions can contact us with any questions or complaints. After interviewing the only person who is being held in the city's pre-trial detention center for the January events, we saw that he does not complain about anything, the conditions of detention, according to him, are satisfactory. In addition to the capital's detention center, we visit other institutions of the city, no matter who we interview, no matter where we go, complaints about the conditions of detention and the administration are not received. Today we have bypassed the territory of the pre-trial detention center, where there is one basement, which is used exclusively for economic purposes," Serik Turabayev said.
According to the head of the DUIS Daulet Rakhimbekov, Nur-Sultan institutions are periodically visited by representatives of the Prosecutor's Office, the Commissioner for Human Rights, as well as participants in the organization of public control.
"Since the beginning of this year, the institutions have been visited twice by NPM participants and members of the ONC. In addition, when receiving suspects and accused persons entering the pre-trial detention center, a medical examination is carried out in order to assess the state of health, as well as for the presence of bodily injuries, with mandatory video recording of the entire medical examination process. During the reception, the participation of employees of the city prosecutor's office and doctors of the civil health sector was ensured," Daulet Rakhimbekov stressed.
