The Supreme Court presented the project information - analytical system of the court and Prosecutor's office "Заңдылық»

Today's Supreme Court Chairman Kairat Mami and the attorney General Zhakip Asanov took part in the presentation of the project information-analytical system of the court and Prosecutor's office "Zandylyk".

The meeting was attended by representatives of the European Union to improve criminal justice in Kazakhstan, via video conference regional judges and prosecutors.

Opening the meeting, Kairat Mami noted that the introduction of information technologies in the process of administration of justice significantly facilitates access to judicial protection, contributes to the formation of a unified judicial practice and ensuring the principle of legal certainty.

"Thanks to the new electronic services, we have saved citizens from "going through instances". Last year, 756,435 electronic documents were sent to the courts through the" Judicial office". The system "Zandylyk" presented today is the next step in the introduction of "smart technologies" in the criminal process. The main reference point for us is the creation of simple and convenient tools for the population," he said.

Speaking at the meeting, Zhakip Asanov presented a new innovative development of the Prosecutor General's office-the information and analytical system "Zandylyk". He noted that this project will help to develop a unified judicial practice and increase the transparency of the criminal process, and judges and prosecutors will check the accuracy of the application of criminal legislation.

"We have been flying into space for 50 years. Homes are controlled via a cell phone. Technology is everywhere-at home, on the street, in the car, at work.

All this is for people and their comfort. But we still conduct criminal cases on paper, we can say that we still write with pen and ink.

In the cyber epoch, it is time to protect the rights of citizens by widely involving technology in our conservative work. Today AIS "Sandile" shows that we can. What we can do better. In fact, on the one hand, we are moving away from excess. On the other hand, more importantly, we exclude the human factor somewhere. It will be difficult to make a mistake with the qualification of the act. The practice will be uniform. Here IT is not so much the IT technologies themselves that are the goal-it is a tool. The main task is to protect the rights of citizens, public interests, security and development of the country. Ultimately, it is the trust of the people, " the Prosecutor General said.

The goal of the project " Zandylyk "is to improve the quality of the criminal process by integrating the Unified register of pre-trial investigations and the information and analytical system of judicial bodies"Torelik". It is also expected to integrate with other databases, including the gtsp, which will automatically issue information about disability, the presence of special appeals from police officers, etc. The program will be loaded with all the rules of the criminal code and criminal procedure code, with all changes and additions for a specific period. The system will be able to determine, for example, the amount of fines, taking into account the MCI on the day of committing a criminal offense, the specifics of sentencing minors, or the correct order of adding penalties.

The implementation of the "Zandylyk" system is aimed at improving the quality of criminal justice, reducing inefficient document flow and complaints of participants in the process of violations of the law in the investigation and judicial review of criminal cases.

The project will be put into operation in July 2017 after completing a number of organizational procedures.

During the event, the President of the Supreme Court and the Prosecutor General signed the Concept of the above-mentioned project.

At the end of the work, Kairat Mami and Zhakip Asanov expressed confidence that the created service will contribute to better administration of justice in criminal cases, as well as effective implementation of pre-trial tasks.
