On the meeting of the Board of the Prosecutor General's office on the results of work for 2016 (Astana, January 27, 2017)

Today, a meeting of the Board of the Prosecutor General's office was held under the chairmanship of Prosecutor General Zhakip Asanov. The results of work for 2016 were discussed and tasks for 2017 were defined.

The panel was attended by members of Parliament, representatives of the Security Council, the Presidential Administration, state bodies and international organizations.

As the head of the Supervisory authority noted, it is necessary to radically change approaches to work, thinking and do many other things to rightfully earn the trust of the population. Therefore, this year the Prosecutor's office will focus on three important tasks: personnel, new technologies and the criminal process.

Human resources are the main asset. Back in June, the project "to the Prosecutor's office – the best staff!"was launched. Since then, 128 out of 2000 candidates have successfully passed through the new tools. "These new recruits are the first swallows. They have received initial training. They have "fire" in their eyes. Such victories inspire us. We are changing the paradigm. The young people believed it. Everything depends on their lifestyle, social activity, desire for knowledge, patriotism, and enthusiasm. That is, everything is in their hands. Implementation of the best HR technologies is ahead. Creating a transparent mechanism for promotion, incentives and motivations, " the Prosecutor General stressed.

The Board also announced another global task-improving the criminal process, which is the most sensitive area for society. According to the Prosecutor General, the criminal process should be focused on people and society, and not on the ambitions of state bodies. Scientists and practitioners are currently working on this at the criminological forum "Discussion in Kosshy", which was specially created at the initiative of the Prosecutor General's office.

"People's trust in law enforcement agencies largely depends on whether we will be able to make the criminal process fair and reasonable," Zhakip Asanov said.

The third direction is the introduction of information technologies. It is proposed to switch to an electronic format, simplify and speed up the criminal process.

"Let's take the accelerated process. The criminal is caught by the hand. Pleads guilty. There are eyewitnesses. However, the investigation takes 15 days. Plus 3 days-the Prosecutor studies. Trial – up to 20 days. A total of 40 days. All this time, victims, witnesses, and suspects walk around the offices. There are tens of thousands of such cases. Multiple interrogations, hour-long waits in the corridors. Of course, all this irritates people, " said the Prosecutor General.

According to the head of the Supervisory authority, the transfer to digital format will increase transparency, reduce the time for submitting and receiving documents, postal costs, and eliminate paper correspondence. In an electronic criminal case, participants in the process will be able to track all the procedural actions of the investigator online.

"In cyberepohu, the Prosecutor's office must be "digital". There is a beginning. Running the system "Satyle" map of criminal offenses. But these It systems are a drop in the sea of the digital world, where our planet has been living for a long time. While we are chasing criminals with batons, Bigdat technologies in the US already predict where and when a crime will occur, " the Prosecutor General said.

He also spoke about changes in working methods in the Prosecutor's office and the introduction of certain elements of modern management in order to fully solve problems that concern society.

In order to achieve these goals, the Prosecutor's office takes measures to get rid of unnecessary work. In recent months, getting rid of unnecessary work has allowed us to focus on important and systemic issues related to shared-equity construction, land grabs, and business protection, which have been coordinated with government agencies. It was also noted that a portfolio of priority projects will be formed. They will solve the most sensitive issues for society. This is corruption, the health of the nation, the environment, the criminal process, and others.

"What we gave up and what we are going to give up," first Deputy Prosecutor General Johan Merkel said. According to him, the Prosecutor's office has eliminated excessive paperwork and simplified statistics.

At the meeting of the Board, the state of work on certain current projects was announced. This was told by Deputy Prosecutor General Andrey Kravchenko and Marat Akhmetzhanov.

Deputy Prosecutor General yerlik Kenenbayev reported on the measures taken to protect the constitutional rights of citizens in criminal proceedings.

As a result of the work of the Board, the Prosecutor General has set a number of important tasks to improve the effectiveness of Supervisory and human rights activities.

Zhakip Asanov demanded to ensure effective implementation of the tasks set, take appropriate measures to eliminate shortcomings, increase public confidence, as the main indicator of the effectiveness of the Supervisory authority.

"We have everything for this. A clear and structured route is the plan of the nation. Powers and competencies. Support and responsibility to the President and the people, " the head of the Department concluded.
