Today, a presentation of preliminary results of the pilot project "Optimization of the criminal process in the interests of citizens" was held in the police Department of the Almaty district of Astana.
Assistant to the President – Secretary of the Security Council, Prosecutor General, representatives of the Presidential Administration, the Supreme Court, chairmen of committees of the Parliament, Ministers of internal Affairs, justice, health, mayor of Astana, Commissioner for human rights took part.
At the meeting, the Prosecutor General stressed that the Head of state criticizes the work of law enforcement agencies due to the complexity of the criminal process, long investigation and consideration of criminal cases. Citizens involved in criminal proceedings-victims, witnesses are forced to spend months distracted by interrogations, waiting in the corridors of investigative bodies.
For example, theft. There is physical evidence, eyewitnesses, video, even the confession of the suspect. People are outraged that obvious cases are investigated for months, and interrogations are made several times. Millions of budget funds are spent on this. At this time, the suspects are waiting for the results of the investigation under arrest.
Therefore, the Prosecutor General's office together with the Ministry of internal Affairs in February this year launched a pilot project "Optimizing the criminal process in the interests of citizens". The pilot is implemented in the internal Affairs Department of Almaty district of Astana and Tselinograd ATS in Akmola region. The goal is to simplify and speed up the criminal process and increase the protection of citizens through the introduction of modern technologies.
The implementation of this project will achieve at least two significant results.
First, we will create an optimal model of the criminal process that is focused on the interests of people.
Secondly, the transfer of criminal proceedings to a digital format should change the paradigm of law enforcement officers. Pay more attention to the quality and timing of the investigation. The result of this work will be people's trust.
To achieve the goals of the pilot project, the district police Department has created a group of 18 investigators and 10 operational officers responsible for investigating and solving offenses.
The project has reduced many unnecessary bureaucratic procedures in three weeks.
67 cases were sent to the court, 70 % of them were investigated in 1-3 days, the rest-a maximum of a week. 2 times reduced terms
judicial review. Cases in court are considered for 6-10 days. Although these same cases were investigated and considered for several months before the pilot project.
In order to increase the protection of citizens, the police Department of the Almaty district has transparent interrogation rooms. They are equipped with video cameras.
As part of the project, the work of the Prosecutor on duty has been radically changed. He is constantly located in the building of the police Department, where he also studies criminal cases and sends them to the court.
On-site promptly checks the legality of delivery, reception of citizens.
This has halved the number of complaints to the Prosecutor's office about police actions.
The results of the pilot project will allow us to create the most effective model of criminal proceedings.
